Subject: Resolution to Create County Project
Big Quilcene River Bridge Replacement Project
Linger Longer Road, County Road No. 301309
Statement of Issue: Create a county project known as the Big Quilcene River Bridge
Replacement Project.
Analysis/Strategic Goals/Pro's Et Con's: This project will restore a 1.1 mile segment of
the Big Quilcene River and associated floodplain, including replacement of the Linger
Longer Bridge with a new 1,100 ft. long bridge. This project is being funded and
managed by the Hood Canal Salmon Enhancement Group (HSCEG) with a $25 million
RAISE grant. Jefferson County will provide coordination on Preliminary Engineering and
Construction Engineering.
Fiscal Impact/Cost Benefit Analysis: The total estimated cost for Jefferson County
coordination on Preliminary Engineering and Construction Engineering is $70,000. It is
anticipated that $40,000 will come from HSCEG RAISE funding, and $30,000 from the
County Road Fund.
Recommendation: The Board is requested to sign one original of the Resolution to
Create County Project.

IT IS HEREBY RESOLVED that Lin eg r Longer Road, County Road No. 301309 be improved as follows:
This project will restore a 1.1 mile segment of the Big Quilcene River and associated floodplain,
including replacement of the Linger Longer Bridge. This project is being funded and managed by the
Hood Canal Salmon Enhancement Group (HCSEG) with a $25 million RAISE grant. Jefferson County
will provide coordination on Preliminary Engineering and Construction Engineering per the table below.
IT IS FURTHER RESOLVED that an appropriation from the officially adopted road fund budget and based on
the County Engineer's estimate is hereby made in the amounts and for the purposes shown:

*Jefferson County anticipates reimbursement for a portion of the Preliminary Engineering and
Construction Coordination costs through RAISE funds, but a formal reimbursement agreement with
HCSEG and/or the Jamestown S'Klallam Tribe has not yet been established.

The project is hereby made a part of the officially adopted annual road program in accordance with
R.C.W. 36.81.130.
IT IS FURTHER RESOLVED that:

The construction is to be accomplished by County forces in accordance with R.C.W. 36.77.065 and
W.A.C. 136.18.
X HCSEG will design and manage this project and be responsible for contracting and payment.
