Aqua�c Center Task Force
March – June 2024
Purpose:
This task force is an effort to get a different perspec�ve on the prospects of building an Aqua�c Center
in Jefferson County. It is an advisory board to the Healthier Together Steering Commitee and directly
to the Board of County Commissioners (BoCC) with the following specific goals:
To research the feasibility of building a Jefferson County aqua�c facility in the Port Hadlock Urban
Growth Area (UGA)..
To research alterna�ve construc�on techniques for the construc�on of an aqua�c facility in Jefferson
County, specifically Sprung construc�on pool enclosures.
To discuss the viability of adding other Jefferson County projects to the PFD.
To evaluate rehab/rebuild/expand op�ons for Mountain View Pool.
Report findings and recommenda�ons to Steering Commitee, City of PT, BOCC.
Composi�on:
6 members appointed by Jefferson County Board of Commissioners: 2 from each commissioner’s district.
2 At-Large members represen�ng the Jeffco Aqua�c Coali�on supporters who are residents of
unincorporated Jefferson County.

Work Product
1. The task force will report on the feasibility of building an aqua�c center within the Port Hadlock
UGA answering ques�ons about specific available sites, financing costs, public infrastructure,
traffic analysis, and market analysis focused on expected usage.
2. The task force will report on the viability of alterna�ve construc�on methods, including Sprung
construc�on pool enclosures for a new aqua�c center in Jefferson County, specifically comparing
the overall opera�ons and lifecycle costs.
3. The task force will discuss the viability and report on the possibility of adding other County
projects, facili�es or amenen�es to the PFD.
The task force will present its summary research to the Healthier Together Steering Commitee, City
Council, County Commission and to the public. The final report from the task force will be to the BoCC to
inform their decision about forming a Public Facili�es District (PFD).
Mee�ng Protocols
It is expected the task force will invite input and informa�on from a wide variety of expert sources.
The task force will meet twice a month, convening beginning of April with an expected comple�on date
of June 30th, 2024.
Task force mee�ngs will be Open Public Mee�ngs with writen public comment for every mee�ng. The
mee�ngs will be a hybrid format with the task force predominantly mee�ng online.
The applica�on includes a one page leter of interest from the applicant. Each respec�ve County
Commissioner will review applicants from their district and select two task force members.
The County will publish an open applica�on on March 11, 2024 ini�ate an applica�on process for their
appointees to happen during the month of March. Everyone is welcome to apply. Appointments will
depend on the selec�on criteria, which will include, in no par�cular order of priority:
• Familiarity with the work of the steering commitee
• Able to commit the �me, every other week for three months to begin at the end of
March
• Geographical representa�on
• Diverse representa�on (including age, socioeconomic status, ethnici�es, gender, etc).
• Balance of skill sets; i.e. construc�on, finance, etc. preferred
• Familiarity with aqua�cs, i.e. part of an advocacy group, worked in the profession, were
part of previous efforts to rebuild the pool.
• An interest in finding a path to a new public pool in Jefferson County
