REQUEST FOR QUALIFICATIONS (RFQ)
ATTORNEYS INTERESTED IN AND QUALIFIED FOR REPRESENTATION ENGAGEMENTS WITH INDIGENT DEFENDANTS WHERE A CONFLICT EXISTS
Jefferson County is seeking qualified attorneys to be added to our conflict attorney roster to
increase the pool of attorneys available and qualified to represent indigent persons when a
conflict exists.
Background
Jefferson County is constitutionally required to provide attorneys to represent indigent
persons where a conflict exists. The County is interested in increasing the number of
attorneys interested in and qualified to represent indigent persons in cases with conflicts.
Scope of Work
The attached Agreement to Provide Indigent Defense Services contains a number of sections, the most relevant to the selection of attorneys are:
• Eligibility
• Scope of services
• Time for performance
• Representation and warranty required of counsel
• Satisfaction of ongoing requirements for practicing law in Washington
• Compliance with Washington State Supreme Court Standards for Indigent Defense
• Conflicts of interest
• Professional standards Attorneys interested should review the agreement to become familiar with its contents as it may influence your decision to submit your qualifications at www.co.jefferson.wa.us and follow the

Submittals
Interested attorneys must submit a letter of interest and a summary of their qualifications to
the address below, no later than 5 p.m. on Wednesday, April 3, 2024.
Submittals should be marked "Conflict Attorney RFQ " and must be addressed to:

Port Townsend, WA 98368 Submittals must be hand delivered or sent via the U.S. Postal Service.
Reservation of Rights:
The County reserves the right, if it deems such action to be in the best interest of the County,
to reject any and all submittals or to waive any irregularities or informalities therein.
The County reserves the right to extend the proposal submittal date if needed.

Any questions related to this Request for Qualifications must be directed to Mark McCauley,
at mmccauley@co.jefferson.wa.us and submitted no later than 5 p.m. on Friday,
April 3, 2024.
