But Franklin County officials say the proposed fix will bankrupt them and other small counties. At the center of the dispute is a proposal approved by the Washington State Bar Association's Board of Governors on Friday. After three hours of discussion, a majority of the members said the change was needed to help defense attorneys who are overwhelmed by caseloads. They believe the change will push state legislators to act. WSDOT and Gov. Jay Inslee’s administration aren’t factoring in — because the court order doesn’t require it — the countless other culverts owned by municipalities, railroads, homeowners and others that block salmon migration. A Seattle Times analysis of available project design reports found that for every barrier WSDOT fixes, nine others upstream and two downstream partially or fully block fish migration. The state or other owners may fix some of them, but most are not scheduled for removal. The program goal is to expand the state’s portfolio of project-ready industrial sites and incentivize private investment. The Industrial Site Readiness program offers $2 million in grant funding and is open to public entities statewide, including city and county governments, port districts, and Native American Tribal governments. The program will provide between $200,000 and $500,000 for awardees to develop large manufacturing sites, or to safely clean up and sustainably revitalize brownfield sites in a manner that aligns with the state’s economic development goals. The one-time grant program is designed to help accelerate business attraction efforts at the local level. Eligible uses of the awards include a range of activities, such as engineering studies, permitting, and site due diligence.
