Vice-Chair Grace called the February 15, 2024 meeting of the Jefferson County Board of Health to order at 2:30 p.m.
A quorum was present.
Members Present: Chair Kate Dean(remote attendance),Vice-Chair Amanda Grace,Members Greg Brotherton,
Heidi Eisenhour,Kees Kolff,Aislinn Palmer and Grey Schad
Staff Present: Staff Members Denise Banker,Dr.Allison Berry,Michael Dawson,Alisa Hasbrouck, Barb Jones,
Apple Martine,Pinky Mingo and Veronica Shaw.
PUBLIC COMMENT
Vice-Chair Grace called for public comment.
There was none.
APPROVAL OF AGENDA
Vice-Chair Grace called for a motion to accept the agenda for February 15,2024.
MOTION: Member Eisenhour moved to approve the agenda. Member Kolff seconded the motion,which
carried by a unanimous vote.

APPROVAL OF MINUTES
Vice-Chair Grace requested a motion to approve the minutes of the January 18,2023 meeting.
MOTION: Member Eisenhour moved to approve the minutes; Member Schad seconded the motion,which
carried by a unanimous vote.
OLD BUSINESS AND INFORMATIONAL ITEMS
1. Jefferson County Public Health(JCPH)Report
Staff Member Apple Martine provided an update on Public Health's mid-fiscal year budget review for state contracts
and grants, in particular(i)the likely termination of COVID-19 funding and(ii)spending of diverse Foundational
Public Health funds. Apple announced that she will give a beginning of the year JCPH work plan briefing to the
Commissioners on February 26,2024. JCPH staff recently attended a training in the use of destigmatizing language,
and will attend training in motivational interviewing in April. Apple also announced upcoming JCPH events.
Member Eisenhour announced an on-air discussion by the Empowered Teens Coalition concerning the recent
cannabis prevention summit.

Vice-Chair Grace reopened public comment as a member of the public arrived within the time allotted for public
comment.
• Commenter thanked Dr. Berry and the Board for providing help during the COVID pandemic.

2. Jefferson Healthcare Report
Member Kolff described the effect of viruses on hospital staffing. Dr.Kolff described hospital efforts to reduce
health disparity. He listed a number of hospital rankings and awards received by Jefferson Healthcare,and mentioned
several lesser-known hospital resources available to the public.
3. State Board of Health Update
Vice-Chair Grace announced that,as the state board had not met in the past month, Chair Dean had nothing to report.
4. Infectious Diseases Update
Dr. Berry spoke about the three active respiratory viruses,and made recommendations for protecting selves and others
in the spring months.
NEW BUSINESS
1. Connecting Community Members to Care: Report by Olympic Community of Health (OCH)
Bonnie Obremski,Communications Specialist at OCH,and Celeste Schoenthaler,Executive Director at OCH,
supported by members of the East Jefferson Fire Rescue CARES Team,described the mission of OCH and
summarized OCH's report concerning"collaborative field-based approaches to healthcare." Discussion ensued.

2. Septic Solutions in the Olympic Canal Tracts
Staff member Pinky Mingo and member of the public Alyssa Royce addressed the subject of the difficulty of finding
a solution to the problems of sewage disposal in the Olympic Canal Tracts(and other areas of the county).
MOTION: Member Eisenhour moved that the Board of Health for Jefferson County forms a subcommittee to
deal with septic tank or holding tank pumping solutions/all pumping solutions to reduce environmental
impacts. Member Kolff seconded the motion,which carried by unanimous vote.
Several board members and staff members expressed interest in serving on the subcommittee.
3. Climate Change: Students for Sustainability(SFS)—perspective,advocacy,and action
Staff member Laura Tucker introduced Tallulah Sebastian, co-president of SFS,who presented a slideshow about
SFS's activities at Environmental Lobby Day in Olympia, including meeting with legislative aides,and advocating for
the"Re-WRAP Act"to create producer financial responsibility for disposal(recycling)of plastics and packaging.
Discussion ensued.
4. Legislative Update
Member Eisenhour mentioned that the Re-WRAP Act did not make it onto the schedule of the current legislative
session but it may appear at the 2025 session. Staff member Martine and Member Eisenhour have been monitoring
septage capacity work which is gaining some momentum. Per Chair Dean,the Substance Abuse Education Act is
moving,as well as the Vaccine Definition Bill,the Syphilis Treatment Bill,and the Child Fatality Review Board.

No discussion.

AGENDA PLANNING CALENDAR
The Agenda Planning Meeting for the next regular meeting of the Board will be held on March 12,2024 at 12:00 p.m.
The next regular Board of Health meeting will be held as a hybrid meeting on Thursday, March 21, 2024 from 2:30
p.m.—4:30 p.m.
ADJOURNMENT
Vice-Chair Grace adjourned the February 15,2024 Jefferson County Board of Health meeting at 4:20 p.m.
until the next Regular Meeting or Special Meeting as properly noticed.
