HomeMy WebLinkAboutWORKSHOP re Burn Restriction JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST TO: Board of County Commissioners Mark McCauley, County Administrator FROM: Phil Cecere, Building Official/Fire Marshal, DCD Brian Tracer, Assistant Chief, EJFR Don Svetich, Assistant Chief, Quilcene Fire DATE: April 1, 2024 SUBJECT: Workshop for prospective new burn regulations STATEMENT OF ISSUE: The Office of the Fire Marshal requests a Board of County Commissioners (BoCC)workshop to provide guidance for the revision of burn regulations, modification of ordinances, and associated public hearing. ANALYSIS: In anticipation of the completion of the Community Wildfire Protection Plan(CWPP), the Fire Marshal proposes the revision of burn regulations for clear public understanding of burning and activity restrictions to ensure a safer, healthier community. This workshop will cover many topics including burn restriction levels, recurring annual burn restriction season, disallowed devices, restricted activities, and fireworks. A portion of the proposed regulation will most likely consist of a repeal and replacement ordinance for revision of burn restrictions that could take effect in advance of this year's annual burn restriction. Any potential action regarding fireworks will require an effective date delay due to state requirement. This means setting burn restriction levels and seasonal burn restriction effective dates outside of the set annual restriction season period that will require discussion and BoCC guidance. The Jefferson County Fire Chiefs Association has been provided opportunities to comment and continues to be an ongoing partner in the drafting of these regulation revisions. The Jefferson County Prosecuting Attorney's Office has been providing ongoing guidance as to compliance with state requirements and best practices. FISCAL IMPACT: There are no direct fiscal impacts associated with this workshop. RECOMMENDATION: Staff recommends that the Board hold the requested workshop.
