CALL TO ORDER AND INTRODUCTIONS: Jefferson County Commissioner Kate Dean called the meeting
to order in the presence of Growth Management Committee (GMSC) members. She welcomed the
Tribes, staff and the public present.
PUBLIC COMMENT PERIOD: Chair Dean called for public comments, and no comments were received.
APPOINTMENT OF CHAIR AND VICE CHAIR: Member Brotherton moved to nominate Member Dean as
Chair for 2024. Member Eisenhour seconded the motion, which carried by a unanimous vote. Member
Thomas moved to nominate Member Palmer as Vice Chair for 2024. Member Eisenhour seconded the
motion which carried by a unanimous vote.
DISCUSSION: Jefferson County Department of Community Development and Port Townsend City
Planning and Development Department provided a presentation on purpose, objectives, and meeting
schedule of the Growth Management Steering Committee (GMSC). Staff reviewed the role of the
GMSC, understanding the Growth Management Act (GMA), countywide planning polices, and Jefferson
County and City of Port Townsend Comprehensive Plans. They answered questions posed by those in
attendance.
DISCUSSION: Jefferson County and City of Port Townsend staff reviewed the State Office of Financial
Management (OFM) Population Projection, and proposed Regular Meeting Schedule with GMSC
members. After discussion, the members agreed to table the decision on the projected population
estimates. They agreed to holding upcoming meetings on April 9, 2024 and May 14, 2024, with
meeting locations to be determined.
NOTICE OF ADJOURNMENT: Chair Dean adjourned the meeting at 8:06 p.m. until the next special
meeting as properly noticed.
