MEETING MINUTES
JEFFERSON COUNTY PLANNING COMMISSION Regular Meeting – March 6, 2024

GENERAL UPDATES
1. Planning Commission Updates:
KC: JeffCO Home Builders show was a success, approx. +800 people attended, thanks to the City
of Port Townsend and DCD staff for their participation. Very effective and valuable information
provided to the community.
MiS: JCPUD met March 5, 2024 for a hearing to review the reduced rates of service for senior
low-income residences. This would reduce the rates 40% for connections to electric and water;
MS sent a personal supportive letter to the PUD in favor of the actioned item.
2. DCD Staff Updates:
Joel Peterson:
• The March 11 BOCC consent agenda, Ahren Stroming’s seat (originally Arlene Alen) will
expire March 17,2024 and the BOCC will reappoint Commissioner Stroming’s position for
an additional 4 years. Advertisement in The Leader will be approved by BOCC to fill
Commissioner Nilssen’s seat.
• Growth Management Steering Committee (GMSC) met March 5, for Comp Plan Periodic
review. Joint meeting with County BOCC, County DCD, City Staff, Mayor of Port Townsend,
Port, PUD, representative from Brinnon (South County), representative from Port Hadlock,
and two tribal representatives from the Jamestown S’Klallam and Quinault. Population
allocation, Housing, CPP. A representative from Commerce will attend the GMSC meeting
on April 9th.
• VM-Web page update- few updates have occurred it is a work in process, please reach out
to DCD staff and advise of additions or changes.
• VM-RFP are finalized, we received a few proposals and are going to be holding interviews
with three of the consultants next Tuesday March 12.
• Upcoming meetings:
1. March 20 – Planning Commission Public Hearing on amendments to Flood
Damage Prevention. (Ch.15.15 JCC)

i. KC- asked for the revision of the title in the table of contents to read- History and
Vision.

5. Jefferson County Provisions for Water and Septic- Randy Marx, Environmental Health
• Synopsis
In the February 21, 2024 meeting, the Planning Commission was asked to provide Community
Development with advance questions for Public Environmental Health’s consideration, and which
would be redistributed to the whole Planning Commission for review and consideration. No
questions were received by Community Development. JP -generated a list of possible questions,
shared with Public Environmental Health, and provided in the agenda packet. Review of these
questions and preparation to share questions and concerns that are not on this list was
encouraged.

6. Review of Short-Term Rentals by Planning Commission
• Synopsis
The Planning Commission will have upcoming discussions about Short-Term Rental issues and
possible future regulations addressing types of transient rentals (less than 30 days duration).
Community Development proposed a short discussion by the Planning Commission about how
this topic could be addressed, such as in a sub-committee.
GT-Clarified the background of the short-term rentals’ information and charettes
being presented by Brent Butler over the past several months, there was a
misunderstanding of that information. After a further meeting with Brent; DCD
was only seeking public input/engagement for short-term rentals and information
gathering not to complete it in its entirety. This clarification presented no need to
create a sub-committee at this time. KC- requested there is to be additional
information and proposals provided to planning commission and public for
consideration. CK- met with County Commissioner Dean and discussed the start of

the conversation with the community in thinking where is the community on this
issue. From there we would fold the information into the Comp Plan update cycle
along with all the other housing issues for the comp plan review. KC- no sense in
creating a sub-committee at this time. Commissioners asked that Brent updates his
findings at the next planning commission meeting. Staff will help to update the
information and also asked the planning commissioners to reach out separately to
Brent as well. No action was taken on this agenda item.
