HomeMy WebLinkAboutJCPRAB Draft Chimacum Park Policy Recommendation From Sub-Committee Meeting 02262020 Jefferson County Parks and Recreation Advisory Board Draft JCPRAB Chimacum Park Policy Recommendation From Sub-Committee Meeting Held February 26, 2020 Draft Working Document In Attendance: Malloree Weinheimer, Vern Bessey, Marianne Walters Staff: Matt Tyler, Libby Masaracchia Background  History (See separate document)  JCPRAB has been studying, advocating for, and completing service projects at Chimacum Park since 2017 o Service projects o Meetings on site o Parks tours  Other county campgrounds can fill up during busy season weekends  Lower Oak Bay Campground is located in part on a changing sand spit, 4 campsites have been removed in the last 10 years, increased flooding could change the sand spit further in the future  Forestry project is planned for 2020 Policy Options and Alternatives  Look at adjacent properties for a variety of park, open space, and community uses, enlarge the park  Consider licensing to a concessionaire or contractor to develop Chimacum Park o Think of a variety of goals including education, seasonal worker housing, glamping, etc  Chimacum Park is important in creating interconnected parks, non-motorized trails, recreational facilities, schools, retail, non-profits, farms, restaurants etc  Keep what we have is a main goal from the 2015 PROS Plan Update  Expand what we have, especially specific activities like camping  Forestry o Thin with the goal of campground layout o Thin with the goal of skid trails being useful when left o Replant with hardwoods for forest health and park purposes  Maple, alder, dogwood, Garry Oak, o Replant for road noise  Expand the park and campground into neighboring property o Retain a park buffer o Consider trails o Increase number of sites to 30 o Septic, electric, water, data  Campground Scope o Showers, hook ups, year-round o Tourism, out of town o Cycling in site, walk in sites o RV’s o Yurts/cabins  Non-motorized transportation corridor o Walk to school o Bicycle o Connect to Anderson Lake  Historical values o Respect and interpret historical values o Conserve the shelter Actions  JCPRAB to consider and have the option to vote recommend the policy and transmit to the BoCC  Discuss with Kate Dean  Talk with staff about how to proceed  Incorporate into the PROs Plan Short Term  Support and engage with staff for ongoing maintenance  Install sign  Restore and repair the shelter o We will lose the building soon o Staff will try for capital money to restore and roof in 2021  Open the Campground with primitive services in 2021  Hold a forestry outreach meeting o Idea of fundraising for the shelter  Parks Improvement to hold money  Return it if we don’t do it
