Jefferson County has forwarded the attached application to you for review and comment because your
agency is responsible for determining compliance with state and federal requirements or may otherwise
be affected by the following proposal:
Shoreline substantial development permit application and flood development permit application
to raise oysters using a floating upwelling system (FLUPSY) in Tarboo Bay. This is an
‘after-the-fact’ application as the FLUPSY was installed in Tarboo Bay in 2016 and is used to
grow shellfish seed at an existing oyster farm. A Biological Assessment was submitted. The
proposal is subject to review under the State Environmental Policy Act (SEPA) and the
applicant submitted an Environmental Checklist.
Location: TARBOO BAY, WEST OF 1611 DABOB POST OFFICE ROAD AND 1791 DABOB POST
OFFICE ROAD, QUILCENE
Comments must be received within 30 calendar days or by May 3, 2024. If no written response has
been received within 30 days, your agency will be presumed to have no comments. If necessary, the
UDC administrator may grant an extension of time for comment. Please contact at (360) 379-4466 if you
desire an extension of time or have additional questions regarding this proposal.
