o Any construction or vegetation removal on a lot within 400 feet of a nest tree or roost site will require a
bald eagle rn~nagement plan tailored for the specific land use and landowners goals. The landowner will
need to contact and consult with the Washington Department ofFish and W1ldlife (WDFW) prior to any
clearing'or construction. Please contact the WDFW at (360) 681-4276.
I!a Any lot located between 400 and 800 feet of a nest tree site: retain all known perch trees and all conifers
:::24 inches diameter at breast height (d.b.h). *Exception - the 5 identified danger trees (>24 ~~dbh) located
on the property may be removed. (See attached report). Also retain :::500.10 of pre-clearing or pre-
construction conifer stand with diameter distributions representative of the original stand (>6 feet tall).
Wmdowing and low limbing of trees is acceptable provided no more than 30% of the live crown is
removed.

address of 351 Wawa Point Rd. (Brinnon) . If the landowner( s) feelthese conditions are too restrictive, a site
specific plan may be developed with the Washington Department ofFish and Wildlife. Iftbe conditions set forth
above are acceptable, please sign below and this will serve as your ~a1d Eagle Management Plan. Activities will be
periodically monitored and failure to comply with this Plan constitutes a misdemeanor as set forth in RCW
77.15.130. However, compliance with this plan does not ensure compliance with the Endangered Species Act or

OBJECTIVES:
Examine trees on the above listed property for risk. In this scenario, risk is defined as
presenting a reasonable potential for short term (0-5years) failure which could result in
damage to the residence or nearby outbuildings, all of which are frequently used by the
residents.
METHODS:
Due to the large number of trees, I conducted a visual examination of the trees. I would first
examine the canopy for density and color of foliage, new growth, presence of dead or
dying limbs, epicormic growths or any other signs of stress.
I examine the trunk for sjgnS of weakly attached'branches or stems, swellings, fungal
growths, excessive bleeding of sap or other signs of stress or decay.
Trees which showed visual signs of stress ,would be examined more closely;
First I would strike the trunk with a mallet to listen for changes in pitch which could
indicate internal decays.
I would then take a 118" core sample to examine the internal wood.
Trees that pose an unacceptable risk of failure were numbered with oval aluminum tags,
and noted on a property map that will accompany this report. The map is drawn and
provided by David Jenner.
I conducted the survey of the trees on 06/01/07.

DISCLAIMER:
There is always the possibility of internal stress cracks or decay, or root rotting pathogens
that are not detectable to the naked eye. Furthermore, high winds, particularly when
preceded by heavy rains, can topple even the healthiest trees. This report does not guarantee
that the trees examined will not fail for one of the above listed or any other reasons.
OBSERVATIONS:
Tree #500 is a Pseudotsuga menziesii (Douglas Fir).
It is located approx. 10' west of the detached garage.
The tree measures 50"Dbh (Diameter at breast (4.5') height).
The tree is approx. 140' high.
This tree, though the crown is healthy, has a pronounced dual leader with signs of included
bark. ThIs is a bulging ridge of bark that extends from the ground level to the point
of leader division located approx. 6' above ground. There is included bark on both
sides of the tree.
A failure of one of the dual leaders would result in it striking every existing outbuilding and
the primary residence.
RECOMMENDATION: Removal
Tree #499 is a Thuja plicata (Western Red Cedar).
It is located approx. 20' north of the detached garage. JUN 25 2007
The tree measures 31"Dbh.
The tree is approx. 120' high. J~3fferson County
There is a large swelling located approx. 6' above ground level, resulting in th~~~~ Health
becoming significantly larger than the lower trunk. Closer examination reveals the
trunk is very decayed at this point. This is a notable weak point, which could result
in the upper portion of the tree breaking in even a moderate wind, and striking the
residence.
RECOMMENDATION: Removal
Tree #498 is a Pseudotsuga menziesii.
It is located approx. 30' north-west of the residence.
The tree measures approx. 56"Dbh.
The tree is approx. 160' high.
There are many sapsucker holes around the base of the tree.
The top was damaged at the 100' level, which has resulted in multiple leaders, several
which appear to be weakly. attached.
RECOMMENDATION: Pruning or cabling of weakly attached leaders. Monitor yearly.

Tree #497 is a Pseudotsuga menziesii.
It is located approx. 100' south-east of the residence.
The tree measures 30"Dbh.
The tree is approx. 120' high.
At 12' above ground level on the west side, there is a swelling approx. 12" in diameter
which is exuding large amounts of sap. There is also a conk (fungal growth) located
on the east side at the same height. This suggests there is some dec~y bisecting the
tree at this point This tree is located in a position where frequent winter storms
could bring the tree onto the primary residence.
RECOMMENDATION: Removal
Tree #496 is a Pseudotsuga menziesii.
It is located approx. 40' west of the detached garage.
The tree measures 24"Dbh.
The tree is approx. 125' high.
There are numerous fungal growths along the lower trunk, and the canopy appears
noticeably lighter than similar sized firs. The tree is also located 10' from a Douglas
Fir which previously failed due to an obvious rootlbutt rot. These rots tend to occur
in localized pockets, which makes it very likely that tree #496 is suffering from the
same pathogens.
RECOMMENDATION: Removal
Tree #495 is an Acer macrophyllum (BigleafMaple)
It is located approx. 50' south -west of the detached garage.
The tree measures 36"Dbh.
The tree is approx. 100' high.
There is very extensive decay inside this tree's trunk. In several places the healthy wood
measures less than 2" thick. It is possible that this tree could crumple at any of these
weak points, and strike the detached garage or the proposed shop site.
RECOMMENDATION: Removal.
