How Property Tax Caps Push Some WA Counties to the Financial Edge
Counties across Washington, of all sizes, are on the same kind of financial precipice. Many county officials blame the handcuffs that the Legislature has put on property taxes, their
most crucial revenue source.
No matter how fast property values increase, state law allows most local governments to increase their property tax revenue from existing properties by only 1% without voter-approved
ballot measures. Washington’s cap on property taxes is among the strictest in the country.

NWRIS and Investing in America Events
Join the Northwest Rural Investment Strategy Workshop (NWIS) on the morning of April 18th in Kennewick at the Three Rivers Convention Center. WSAC joined the NWRIS Summit last fall to
begin building a coalition of the willing, to expand capacity and opportunity in the most rural and underserved communities in the region. To register for the April NWIS Workshop, please
go to the link below. The afternoon events include an Investing in America Partners Roundtable & Resource Fair.
The second half of the day there will be an “Investing in America” partners roundtable and resource fair. The purpose of this will be to host a roundtable with 15 – 20 project owners
who have received Biden-Harris Administration investments. The roundtable event will be open to the press and have room for about 100 audience members who will hear how this Administration
has been investing in the Pacific Northwest rural communities.
Afterwards, the Resource Fair will provide an opportunity for rural leaders to access state and federal agencies who can help them move forward with their projects. We have space for
25 tables for federal/state agencies, TA providers, and others to share information about available resources and take advantage of this gathering.

Washington's Digital Equity Plan has been approved by the National Telecommunications and Information Administration (NTIA), bringing with it approximately $15.9 million in available

Strategic Plan on Youth Homelessness Prevention Plan Implementation Update
Commerce is pleased to announce that efforts are underway to begin implementing the State’s Final Strategic Plan on Youth Homelessness Prevention, a revolutionary strategy spearheaded
in 2021 by a steering committee of people with lived experience of homelessness.
Guiding implementation of this plan is the nascent Youth Homelessness Prevention Workgroup, established via a proviso in ESSB 5187, 2023, and co-led by the Office of Homeless Youth (OHY)
and the Department of Children, Youth and Families (DCYF). The workgroup will include additional key stakeholders, including other state agencies, community-based organizations and,
most importantly, a steering committee comprised of people with lived experience of homelessness.
