SUBJECT: Request to appoint Thomas "Tom' Backman to an initial 4-year
term on the Conservation Futures Fund Citizen Oversight
Committee to represent District 3
STATEMENT OF ISSUE:
Public Health requests that the County Commissioners appoint Tom Backman to an initial 4-year term on
the Conservation Futures Fund Citizen Oversight Committee (CFFCOC)to represent District 3.
ANALYSIS/STRATEGIC GOALS/PRO'S and CON'S:
On February 28, 2024 and March 6, 2004, we advertised four vacancies for the Conservation Futures
(CF)Committee, two to represent District 3 and two to represent an Open Interest.Mr.Backman
responded to the ad prior the March 13, 2024 deadline. He was the only individual to express interest in
the seats at this time. On March 29, the program coordinator, clerk, and two committee members
interviewed Mr.Backman in person for this volunteer position.
Mr.Backman is a resident of District 3 living in Brinnon. He holds a PhD in Fisheries Sciences from the
University of California. Currently, he is working with EcoTrust and Native Fishers to develop a fisheries
program to control invasive American Shad in the Columbia Basin. In his long career in the field, he has
worked on natural resource projects in the Puget Sound, Hood Canal, Columbia and Clackamas
watersheds,conducting wetland surveys and writing and implementing watershed and forest management
plans. He has worked for the US Fish and Wiild fe Service, the National Marine Fisheries Service,and
served as president of the Clackamas Watershed Council. He also taught at the university level, serving as
faculty and advisor to undergraduate students at the Northwest Indian College, Linfield College, and
University of Portland.
The interview committee recommends Mr.Backman highly to serve a four-year term on the CFF Citizen
Oversight Committee.
FISCAL IMPACT/COST BENEFIT ANALYSIS:
There is no fiscal impact to the county's General Fund for appointing Mr. Backman to a seat on the
CFFCOC.

RECOMMENDATION:
Public Health requests that the County Commissioners appoint Tom Backman to an initial 4-year term on
the Conservation Futures Fund Citizen Oversight Committee to represent District 3.
