MINUTES
HOUSING FUND BOARD
Regular Meeting — Friday, February 28, 2024 at 2:30 p.m.
Commissioners' Chambers, Jefferson County Courthouse
1820 Jefferson Street, Port Townsend, WA 98368 (Hybrid)
CALL TO ORDER: Vice Chair/City of Port Townsend Deputy Mayor Amy Howard called the Joint
Jefferson County/City of Port Townsend Housing Fund Board (HFB)to order. The following HFB
members participated in the meeting: Jefferson County Commissioner Kate Dean, Councilmember
Aislinn Palmer, and Members Julia Cochrane and Viki Sonntag. Jefferson County Commissioner/Chair
Greg Brotherton joined the meeting at 3:13 p.m.
APPROVAL OF MINUTES: This item was tabled for a future meeting.
COMMITTEE UPDATES: HFB members listened to updates from the following committees:
• Data and Needs Assessment
• Community Conversations Committee
NEW BUSINESS:
• DISCUSSION re: 5-Year Plan: Member Palmer noted that she did not change previous data,
and the plan was laid out in a report format. She noted that if the HFB members feel good about
it, it will be sent off to Congress. After discussion and a scrivener error edit, the board
concurred with sending off the 5-year plan, with edits mentioned,to the Washington State
Department of Commerce and OlyCAP. HFB members noted that they would like to have a
one-hour agenda item on every Housing Fund Board meeting for the plan, with a Special
Housing Fund Board meeting to kickoff the 5-Year Plan update process.
NEXT STEPS/CLOSING REMARKS: HFB members discussed the following:
• Review Subcommittee membership
• Filling past member Webster's vacancies on subcommittees. Clerk Gallaway noted that the
vacancy on the HFB has been advertised, and no applications as of yet
• Potential HFB special meeting or Community Conversation committee meeting to be set to
discuss Shelter operations and continuing the emergency shelter.
• Funding Committee update: Member Dean noted that there is funding available for counties due
to diminished recording fee revenues for housing, which would bring in $27,000 for 2024. She
added that we do have an additional revenue right now, which come into play for the shelter.
There is an effort at the legislature to have operating budget include special proviso for making
up more of the recording fees deficits, so if anybody is interested or has an advocacy for that, it
would be valuable. She added that she is working with OlyCAP on applying for congressionally
directed spending to fund gap for new emergency shelter. Chair Brotherton will probably bring
to OlyCAP, but she wanted HFB to be aware of what is happening.

Chair Brotherton joined the meeting at 3:15 p.m. and Vice Chair Howard relinquished Chairing duties.
NEW BUSINESS: HFB members discussed potentially holding a Special Meeting of the Housing Fund
Board and the Community Conversations subcommittee, to be held March 6, 2024.
COMMITTEE UPDATES—Continued: The HFB members discussed past member Webster's
vacancy on the Coordinated Entry Advisory Board. Member Cochrane moved to appoint Member
Sonntag to serve on the CEAB. Vice Chair Howard seconded the motion. The motion carried. The HFB
members were provided an update on OlyCAP.
FUTURE AGENDA ITEMS: 5-year plan
NOTICE OF ADJOURNMENT: After closing remarks provided by the Board, Chair Brotherton
adjourned the meeting at 3:44 p.m. until the next regular meeting or special meeting as properly noticed.
