HOUSING FUND BOARD
Regular Meeting — Wednesday, January 24, 2024 at 2:30 p.m.
Commissioners' Chambers, Jefferson County Courthouse
1820 Jefferson Street, Port Townsend, WA 98368 (Hybrid)
CALL TO ORDER: Jefferson County Commissioner Greg Brotherton called the Joint Jefferson
County/City of Port Townsend Housing Fund Board(HFB)to order. The following HFB members
participated in the meeting in person and remotely: Jefferson County Commissioner Kate Dean, Vice
Chair/City of Port Townsend Deputy Mayor Amy Howard, City Councilmember Aislinn Palmer,
Members Peggy Webster, Julia Cochrane and Viki Sonntag.
PUBLIC COMMENT PERIOD: Chair Brotherton called for public comments, and no comments
received.
DISCUSSION TOPICS: HFB members discussed the following:
• Sustainable Housing: Member Webster reported on sustainable housing in Jefferson County
• 2022-2023 Housing Performance Measures: Member Sonntag and Palmer noted that the meeting
date has changed. They are holding a meeting on February 9, 2024 at 9:30 a.m. This would be a
special meeting of the HFB. Meeting location is to be determined, but will possibly be held at
Fort Worden. Clerk Gallaway will work with Member Palmer regarding meeting logistics.
• 2022 and 2023 Annual Report Data
• ADDITIONAL BUSINESS: 5-year Plan: HFB members participated in discussion regarding the
5-Year Plan
COMMITTEE UPDATES: HFB members listened to the following committee updates:
• Data and Needs Assessment: discussed earlier in the meeting
• Community Conversations Committee—Chair Brotherton stated they haven't met, but they will
be discussing the Recompete Grant and other housing options moving forward quickly. A virtual
townhall may be coming in the future. He added that he will be meeting with the Port of Port
Townsend and the City of Port Townsend tomorrow, and he will report on the possibilities in
Glen Cove.
• Coordinated Entry Advisory Board: Member Webster stated they will meet next Monday. She
would like to apply for a Federal 202 Project, which would be for elderly low-income housing
and vouchers.
• Funding Opportunities Committee
NEXT STEPS: HFB members were directed to send comments regarding the 5-Year Plan to Member
Palmer as soon as possible.
NOTICE OF ADJOURNMENT: After closing remarks provided by the Board, Chair Brotherton
adjourned the meeting at 3:17 p.m. until the next regular meeting or special meeting as properly noticed.
