HomeMy WebLinkAbout112923MS r� *s0N c citYofport Townsend 9`SNINCi��� MINUTE S HOUSING FUND BOARD Special Meeting — Wednesday, November 29, 2023 at 2:30 p.m. Commissioners' Chambers, Jefferson County Courthouse 1820 Jefferson Street, Port Townsend, WA 98368 (Hybrid) CALL TO ORDER: Jefferson County Commissioner Greg Brotherton called the Joint Jefferson County/City of Port Townsend Housing Fund Board(HFB)to order. The following HFB members participated in the meeting in person and remotely: Jefferson County Commissioner Kate Dean, Vice Chair/City of Port Townsend Deputy Mayor Amy Howard, Members Peggy Webster, and Julia Cochrane. Member Viki Sonntag joined the meeting at 2:45 p.m. PUBLIC COMMENT PERIOD: Chair Brotherton called for public comment, and one comment was received. APPROVAL OF MINUTES: Clerk Gallaway noted that the September 27, 2023 minutes were not ready for approval. Member Webster moved to approve the Regular Meeting Minutes of October 25, 2023 as presented. Member Dean seconded the motion, which carried by a unanimous vote. DISCUSSION re: Review and Potentially Amending the 2024 RFP Recommendation to the Board of County Commissioners: Finance Manager Judy Shepherd was present to review the proposed 2024 RFP funding recommendation with the HFB members. She noted that when the money is split amongst two funds, it gets confusing, and she proposed that when the HFB take-action on RFP recommendations, that they try and pay out of one fund only. Member Webster moved to approve the recommendation listed below and forward to BOCC. Vice Chair Howard recused herself from voting. Member Sonntag seconded the motion. The motion carried. January will be their next meeting to discuss policies and procedures. Clerk Gallaway said she would like to know if this board is subject to OPMA. • Data and Needs Assessment Committee: Member Sonntag stated that they are focusing on what the successes were from individual agencies' viewpoints. They would like to schedule a joint session with service providers in housing, and behavioral health, as they often look at the same populations and could potentially get the same benefits as found through CEAB. There will be a Special HFB meeting in the future on this topic. Member Sonntag noted that she will be reapplying for another term on the HFB. Chair Brotherton noted that Member Webster's term is also expiring at the end of this year. • Community Conversations Committee: Chair Brotherton noted that there will be a meeting in early 2024 with the Housing Solutions Network. • Funding Opportunities Committee: They are looking for more members. They discussed the Real Estate Excise Tax (REET) shortfall and other funding mechanisms. NOTICE OF ADJOURNMENT: After closing remarks provided by the Board, Chair Brotherton adjourned the meeting at 3:31 p.m. until the next regular meeting or special meeting as properly noticed.
