MINUTES
HOUSING FUND BOARD
Regular Meeting — Wednesday, October 25, 2023 at 2:30 p.m.
Commissioners' Chambers, Jefferson County Courthouse
1820 Jefferson Street, Port Townsend, WA 98368 (Hybrid)
CALL TO ORDER: Jefferson County Commissioner Greg Brotherton called the Joint Jefferson
County/City of Port Townsend Housing Fund Board (HFB)to order. The following HFB members
participated in the meeting in person and remotely: Jefferson County Commissioner Kate Dean, Vice
Chair/City of Port Townsend Deputy Mayor Amy Howard, Members Peggy Webster, Julia Cochrane
and Viki Sonntag.
PUBLIC COMMENT PERIOD: Chair Brotherton opened the floor for public comments, and one
comment was received.
APPROVAL OF MINUTES: Member Webster moved to approve the Regular Meeting Minutes of
September 27, 2023. Member Cochrane seconded the motion. Since not all members could review the
draft minutes, they did not-take action on approving them, and agreed to approve them at a future
meeting.
REVIEW, SCORING re: 2024 RFP Proposals: The HFB Members worked on the ranking system for
each project. Member Webster moved to proceed with distribution pending discussion with legal
counsel. Member Dean seconded the motion. Chair/City of Port Townsend Deputy Mayor Howard
abstained from voting. The Chair opened the floor for public comment and none received. Chair
Brotherton called for a vote on the motion. The motion carried.
COMMITTEE UPDATES: Not discussed.
NEW BUSINESS: Not discussed.
NEXT STEPS/CLOSING REMARKS: Would like to fully fund all projects.
NOTICE OF ADJOURNMENT: After closing remarks provided by the Board, Chair Brotherton
adjourned the meeting at 4:29 p.m. until the next regular meeting or special meeting as properly noticed.
