HOUSING FUND BOARD
Special Meeting — Wednesday, September 13, 2023 at 2:30 p.m.
Commissioners' Chambers, Jefferson County Courthouse
1820 Jefferson Street, Port Townsend, WA 98368 (Hybrid)
CALL TO ORDER: Jefferson County Commissioner Greg Brotherton called the Joint Jefferson
County/City of Port Townsend Housing Fund Board(HFB)to order. The following HFB members
participated in the meeting in person and remotely: Jefferson County Commissioner Kate Dean, City of
Port Townsend Councilmember Aislinn Palmer, Members Peggy Webster, and Viki Sonntag. Also
present was Jefferson County Finance Manager Judy Shepherd.
REQUEST FOR PROPOSALS (RFP) QUESTION AND ANSWER PERIOD: The Board received
questions regarding the RFP from the following housing providers: Owl 360, Bayside Housing, and
Dove House.
DISCUSSION re: HOMELESS HOUSING FUND BUDGET—REVENUE SHORTFALL: Finance
Manager Judy Shepherd reviewed the financials for Jefferson County Fund 148 and Fund 149. She
reviewed 2024 expected revenue, and the 2023 shortfall in Fund 149. The Board discussed options.
After discussion, the Board agreed that Chair Brotherton and Finance Manager Shepherd would meet
and report back at the next meeting.
NEXT STEPS/CLOSING REMARKS: HFB members stated they would like to discuss the following
at a future meeting:
• RFPs are due September 29, 2023 and will be distributed to HFB members by October 5,
2023
NOTICE OF ADJOURNMENT: After closing remarks provided by the Board, Chair Brotherton
adjourned the meeting at 3:36 p.m. until the next regular meeting or special meeting as properly noticed.
