Jefferson County Board of County Commissioners
Regular Meeting — April 15, 2024, 9:00 a.m.
Jefferson County Courthouse—Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA (Hybrid)
CALL TO ORDER: Chair Kate Dean, Commissioner Heidi Eisenhour and
Commissioner Greg Brotherton participated in the meeting. Chair Dean called the meeting to order at
the appointed time.
PUBLIC COMMENT PERIOD: Chair Dean called for public comments, and five
comments were received. The Commissioners addressed the comments.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Chair Dean noted a
correction to Consent Agenda Item No. 2,the time listed on agenda is incorrect, but the Hearing Notice
is correct listed as 11:30 a.m. Commissioner Eisenhour moved to approve the April 15, 2024 Consent
Agenda, and remove Consent Agenda Item No. 3 regarding EV Charging,to be added to the April 22,
2024 meeting Agenda. Commissioner Brotherton seconded the motion. The motion carried by a
unanimous vote.
1. HEARING NOTICE re: First Quarter 2024 Proposed Supplemental Budget
Appropriations/Extensions for Various County Funds; Hearing to be held on May 6, 2024 at
10:15 a.m. in the Commissioners' Chambers(HYBRID)
2. HEARING NOTICE re: Adopting Rules for the Adoption of Ordinances, Resolutions, and
Motions in Jefferson County; Hearing to be held on May 6, 2024 at 11:00 a.m. in the
Commissioners' Chambers (HYBRID)
3. AGREEMENT re: Construction, operation and maintenance of electric vehicle charging
infrastructure; Revenue amount of$0.05/kWh; Auditor's Office/Central Services; EV Charging
Solutions, Inc.
4. AGREEMENT re: Middle Housing Grant; In the Amount of$50,000; Department of
Community Development; Washington State Department of Commerce
5. AGREEMENT re: Jail Medical Laboratory Services; Service on an as-needed basis; Sheriffs
Office/Corrections; Quest Diagnostics Laboratories, Inc.
6. AGREEMENT re: Pedestrian Bike Improvements along SR19 Rhody Drive—South segment,
Project No. 1802095; In the amount of$34,083; Public Works; Clark Land Office
7. AGREEMENT re: Culvert Project on Naylors Creek West Valley and Gibbs Lake; In an
estimated amount of$1,670,000; Public Works;Nordland Construction NW, Inc.
8. AGREEMENT re: Upper Hoh Road; Phase II; Amount to be reimbursed; Public Works; U.S.
Department of Transportation/Federal Highway Administration

$15,000; Auditor's Office; Clallam County
11. LETTER re: Assurance for the Accessible Communities Act; Public Health; Governor Inslee's

REGULAR AGENDA:
COMMISSIONERS BRIEFING SESSION The Commissioners Brotherton discussed
recent meetings he attended, and miscellaneous topics.
WORKSHOP re: Jefferson County Public Utility District (PUD) No. 1 Request to
Purchase County property for the Installation of an Electrical Substation: County Administrator
Mark McCauley and Jefferson County Public Utilities District No. 1 (PUD) Manager Kevin Street
provided a presentation to request that the county consider selling two parcels so that the PUD can build
an EV charging station and improve their electrical grid. PUD Manager Street shared options of building
a new station or expand an existing location, and answered questions posed by the Board. After the
presentation, Commissioner Brotherton moved to authorize County Administrator McCauley to negotiate
with PUD to find a workable solution to selling parcels 001161001 and part of 001162002. Commissioner
Eisenhour seconded the motion. Chair Dean opened the floor for public comment. No comments were
received. The motion carried by a unanimous vote.
COMMISSIONERS' BRIEFING SESSION-Continued: The Commissioners and
County Administrator McCauley briefed the Board on recent meetings they attended, their future
schedules and miscellaneous topics.
ADDITIONAL DISCUSSION ITEMS: The Commissioners and County Administrator:
discussed the following:
• Sick leave bank and restructure options
• Holding authority for human remains (45 days)
• Ranier and Pope; property sales
• Budget equipment- software
• Cost recovery re: abandoned vehicles for tow company's
• Short term rentals correspondence
