In addition, the Solid Waste Technician III gains experience in facility operations and other increasingly advanced skills, responsibilities, and expectations. Receives general supervision from Solid Waste Coordinator and Solid Waste Manager. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Performs all duties of the Solid Waste Technician 11 position with increased level of experience, responsibility, and expectations, which includes collecting fees in scale house, directing customer traffic, operating industrial truck (forklift), maintenance of facility, etc. Operates a range of solid waste handling equipment as assigned which may include front end loader, knuckle boom crane, excavator, backhoe, truck and trailer. Sorts and loads municipal solid waste into containers using heavy equipment. Operates large trucks to pull and back trailers into position. Completes forms and documentation for transfer station or drop box operations. Performs various facility repairs with commonly used tools and skills. May use more advanced skills depending on experience or when trained. Maintains equipment and facility by performing various minor repairs and assists others in performing carpentry, welding and fabrication as well as minor electrical work. Uses various hand and power tools to accomplish assigned work. Cleans, lubricates, fuels, adjusts, maintains tools and equipment used to perform job duties. Collects household hazardous waste from customers. Sorts materials. Arranges for material shipping with vendors. Responds to inquiries from public in a courteous manner, provides information within scope of knowledge or refers to supervisor. Performs duties in compliance with Solid Waste Standard Operating Procedures, safety protocols, and hazard assessments. Wears appropriate Personal Protective Equipment (PPE) in performance of tasks. Participates in annual training program and annual performance evaluation process. SUPERVISORY RESPONSIBILITIES This job has no supervisory responsibilities; however, may occasionally lead small teams and may occasionally be designated lead of a project or job site. EDUCATION and/or EXPERIENCE High school diploma or general education degree (GED) and Class A Commercial Driver's License without restrictions and Minimum of four (4) years of experience in truck driving, equipment operating, solid waste disposal or related experience, and demonstrated ability to operate trucks and heavy equipment; or, Two (2) years of experience as a Solid Waste Technician 11 including one (1) years' experience fulfilling solid waste disposal duties as identified in the Essential Duties and Responsibilities section of this job description and a minimum of one (1) years' experience operating heavy equipment identified in the Essential Duties or Responsibilities Section of this job description; or, An equivalent combination of education and experience, LANGUAGE SKILLS Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization. MATHEMATICAL SKILLS Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. REASONING ABILITY Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations. COMPUTER SKILLS To perform this job successfully, an individual should have the ability to learn and use basic computer software; internet browser; spreadsheet software, customer payment program, scheduling software, and word processing software. Page 3 of 5 Jefferson Count v Job Description: Solid Waste Technician III CERTIFICATES, LICENSES, REGISTRATIONS Valid Washington State Driver's License Valid Class A Commercial Driver's License In addition, the following within 6 months of hire date (or as County schedules training): Cash Handling Certification First Aid/CPR Forklift certification Traffic control training Hazardous waste awareness training Other County/Department required trainings OTHER SKILLS AND ABILITIES All the skills and abilities of a Solid Waste Technician 11 and additionally: Ability to operate a wide range of solid waste handling equipment. Ability to successfully complete various required training classes and obtain certificates necessary for functional skills performance. General knowledge of County policies and procedures as they relate to solid waste handling duties. General knowledge of Federal, State and local rules and regulations pertaining to Solid Waste. General knowledge of methods, practices, procedures, tools, equipment and techniques used in the collection, processing, and disposal of solid waste and moderate risk waste, and the collection process. Familiarity with current ideas, practices, and trends relating to solid waste operations and familiarity with State and County rules, regulations, codes, ordinances and policies. Skilled use of hand and power tools, equipment and practices commonly used in the performance of related tasks. Ability to quickly grasp new techniques, deal with rapid changes in events, remain calm in stressful situations, relate to various personality styles in a calm, professional manner. Ability to maintain confidentiality of sensitive information. Ability to be independent and self- motivated and to work under pressure as well as ability to work effectively in a team environment; Ability to complete work within required deadlines, with little direction, while simultaneously completing other tasks. The noise level in the work environment may be loud. CAREER LADDER/SKILL BAND Solid Waste Technician III is the third position in the Solid Waste Technician Career Ladder. The career ladder consists of the following positions: Solid Waste Technician 1, Solid Waste Technician 11, Solid Waste Technician III and Solid Waste Technician IV. Solid Waste Technicians may be required to perform the essential duties and responsibilities of all grades below their grade on the career ladder, but with a higher degree of skill commensurate with their position on the career ladder. Advancement within the career ladder requires meeting minimum qualifications and requirements for the next position in the ladder and a positive performance review from their supervisor. Page of
