Port Ludlow Associates want resort development agreement extended Posted Friday, March 8, 2013 By Tristan Hiegler of the Leader A public hearing has been set April 1 on a proposal to extend the development agreement regarding the planned unit development community at the heart of Port Ludlow. Port Ludlow Associates and Olympic Water and Sewer Inc. have requested an extension to the development agreement with Jefferson County, citing an economic downturn that has slowed housing construction. The Jefferson County Board of Commissioners on March 4 approved a public hearing for 10 a.m. April 1 in the commissioners' chambers at the courthouse in Port Townsend. The hearing allows community members to comment on whether or not the agreement should be extended from 2020 to 2025 and whether to extend preliminary plat approval from seven years to 10 years. David Johnson, Port Ludlow lead planner for the county’s Department of Community Development, said the economic downturn has kept the planned community from hitting development targets. “Because of economic conditions, the buildup has stalled,” Johnson said. Diana Smeland, president of Port Ludlow Associates, said her company has sold two or three homes a year since 2007, compared to 50 a year in 2002. “That difference from 50 to a handful is really what the economic downturn has done,” Smeland said. Port Ludlow resident Bert Loomis has said many issues remain under the proposed agreement, including water rights, deferred infrastructure maintenance, delivery of promised resort amenities and a performance bond requirement. Johnson said a written public comment period is under way until March 18, with submissions being incorporated into a final report to be presented at the April 1 public hearing.
