I am glad to see this effort getting underway and look forward to working with you all to support the larger effort.
I provided some track changes suggestions to the document. I also provided one comment in the document, and that was in regard to the insurance statement. While insurance related issues
are very real, having a CWPP is likely not going to have any meaningful effect on what insurance underwriters will or will not insure and what those premium rates are set at. Lots of
fire prone areas have CWPP's and are still losing insurance, or seeing rates that are higher than many people's mortgages. I would suggest we replace that short paragraph with some
language about the very real benefits a CWPP can have for communities at risk, i.e. access to federal funding that is not available to communities that do not have CWPP's, the ability
to plan and cooperate across landownerships and jurisdictions, building stronger relationships related to prevention, response and recovery, etc...

Please review the attached document for an introduction to the CWPP. This is a composite statement from the Fire Marshal, Chief Black and myself. We believe this is a solid start for
an intro to the CWPP. It could also be used as a intro for public discussion when talking about the CWPP. The PIOs for the County and the City, (others?) may have some word smithing

Excellent points from you both. I think it would be great if your group could develop a brief Forward to the CWPP- I’m envisaging one paragraph that would tell the reader why they should
read the CWPP and why the plan is important to implement; it could be a preface to the signature page perhaps?
If you like that idea, once you had something that you all agreed to, we could add it to the final document, and it would put that unified message front and center.

I really appreciate you leading this effort. It speaks to your commitment to the project and dedication to our collective community. I will help in any way possible.
Attached is a press release we are launching tomorrow. Maybe there are a few details that can help fertilize some ideas for our project.
In addition, I think we can develop some talking points that speak to the “What does the CWPP mean or do?” plus, “How can the CWPP be utilized by residents?”
Some other points to illustrate the importance and value of the CWPP:
There are two strategies to defend our community from wildfire.
1. Reactive methods (fire engines, firefighters, etc.)

We live in an isolated corner of the PNW with limited wildfire response resources and capacity (option #1). The tax base for our mostly rural county cannot support a dedicated stout
wildfire firefighting force that would be needed to overwhelm a significant wildfire event in Jefferson County. Even the larger agencies struggle with the costs for replacing equipment
that are 20+ years old. Competing fiscal priorities and mandates are numerous.
This paradigm leads to only one solution; option #2 needs to have equal emphasis as option #1 in our messaging. In our messaging the ROI of the CWPP needs to be a drum we continue to
beat. In my opinion, we need both options to be successful, but option 2 has been a lesser priority up until now.
DNR has some great talking points on its website too that helps describe the value of a CWPP and helps to outline a strategy.

EJFR has hired our first Community Risk Manager. Robert Wittenberg starts May 1. He has a long history in the fire service, community engagement, risk reduction and messaging.
He is more wildfire savvy than me and I’m sure he will have a lot to contribute to this group.

Subject: Development of a unified message for roll out of CWPP public comment period.
Good afternoon Advisor Group members!
Per our last meeting together, I agree to spearhead the development of a unified message for our communities as we get ready for the public comment period on the CWPP.
As part of that effort I have put some thoughts down and am forwarding to the group to start the effort off.
Ideally, the message needs to highlight why the CWPP is of benefit to the County as a whole. Please review the attached document, and if you are interested in developing talking points
and a common message we can all present when talking with our stakeholders and communities, contact me as soon as possible. The document has a rough completion timeline that I would
like to follow. One thing to remember about myself is I am an operations oriented person so document development is not my strong suit.
