Subject: Resolution to Create County Project
Olympic Discovery Trail (ODT) - Puget Sound to Pacific (PS2P),
County Road No. 850200
Statement of Issue: Create a county project known as the Olympic Discovery Trail
(ODT) - Puget Sound to Pacific (PS2P).
Analysis/Strategic Goals/Pro's Et Con's: The ODT is a shared use path planned to run 27
miles from the City of Port Townsend to Clallam County. This project is #15 on the
Transportation Improvement Program, and #14 on the Annual Construction Program. The
next step to complete the ODT includes the design of 7.5 miles of gaps between existing
trail segments. ODT connection to Kitsap County is undefined, and needs a route
alternatives study that recommends a preferred alignment. Public Works has been
awarded funding for this project through the US Department of Transportation (USDOT)
Rebuilding American Infrastructure with Sustainability and Equity (RAISE) discretionary
grant program. These funds cannot be used for right of way acquisition or for
construction.
Fiscal Impact/Cost Benefit Analysis: The total estimated project cost is $2,080,000,
which will be funded at 100% by the US Department of Transportation (USDOT)
Rebuilding America Infrastructure with Sustainability and Equity (RAISE) discretionary
grant program.
Recommendation: The Board is requested to sign one original of the Resolution to
Create County Project.

IT IS HEREBY RESOLVED that the Olympic Discovery Trail, County Road No. 850200,be improved as
follows:
The Olympic Discovery Trail(ODT)—Puget Sound to Pacific is included in the officially adopted
2024-2029 Transportation Improvement Program(TIP) as Project No. 15. The project will perform
preliminary engineering on five(5)connections of the ODT.
IT IS FURTHER RESOLVED that an appropriation from the officially adopted road fund budget and based on
the County Engineer's estimate is hereby made in the amounts and for the purposes shown:

The construction is to be accomplished by County forces in accordance with R.C.W. 36.77.065 and
W.A.C. 136.18.
