HomeMy WebLinkAboutWORKSHOP re New Burn Regulations JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST TO: Board of County Commissioners Mark McCauley, County Administrator FROM: Phil Cecere, Building Official/Fire Marshal Brian Tracer, Assistant Chief, East Jefferson Fire & Rescue (EJFR) Don Svetich, Assistant Chief, Quilcene Fire Rescue DATE: May 6, 2024 SUBJECT: Workshop for New Burn Regulations STATEMENT OF ISSUE: The Office of the Fire Marshal requests a workshop to provide guidance for the authority to establish modified burn regulation levels through an ordinance to be proposed for adoption by the Board of County Commissioners (BoCC). This is a continuation of a previous workshop held April 1, 2024. ANALYSIS: In anticipation of the completion of the Community Wildfire Protection Plan(CWPP),the Fire Marshal proposes the revision of burn regulations for clear public understanding of burning and activity restrictions to ensure a safer, healthier community. This workshop will cover several topics, including burn restriction levels with a new matrix, recurring annual burn restriction season,prohibited devices, restricted activities, and fireworks. A portion of the proposed regulation will most likely consist of a repeal and replacement ordinance for revision of burn restrictions that could take effect in advance of this year's annual burn restriction. Any potential action regarding fireworks will require an effective date delay due to state requirement. Setting burn restriction levels and seasonal burn restriction effective dates outside of the set annual restriction season period requires discussion and BoCC guidance. The Jefferson County Fire Chiefs Association has been provided opportunities to comment and continues to be an ongoing partner in the drafting of proposed revisions to county burn regulations. Representatives from EJFR and Quilcene Fire Rescue are scheduled to participate in this workshop. The Jefferson County Prosecuting Attorney's Office has been providing ongoing guidance as to compliance with state requirements and best practices for drafting of the ordinance. FISCAL IMPACT: There are no direct fiscal impacts associated with this workshop. 1 RECOMMENDATION: Staff recommends that the Board hold the requested workshop and provide guidance to staff.
