Healthier Together Task Force – Jefferson County
Meeting Minutes April 30, 2024 – 4:00 p.m.

1. Commissioner Greg Brotherton called the meeting to order at 4:00 p.m.
Commissioner Brotherton discussed the agenda and there were no changes.
2. Commissioner Brotherton started the meeting by asking Task Force members to introduce
themselves and answer the following question, “What is your favorite pool and why/any
lessons learned?” Everyone participated. Some of the responses included: Pools are
community gathering areas, they create memories, two tanks are ideal to experience both
cool and warm water activities at the same time. Two members offered this inspiration,
“We can do it!”
3. Commissioner Brotherton presented a PowerPoint presentation. He explained that this Task
Force is not bound by Robert’s Rules of Order. The Task Force decided they wanted to be
a true working group with Commissioner Brotherton as the Facilitator. Carrie Hite will take
minutes. He also explained that this Task Force is not subject to the Open Public Meetings
Act (OPMA) but wants to run the meetings in the most transparent way possible.
4. The Task Force decided they would like to meet in person and include a Hybrid option for
the public to be able to watch and for any presenters who are participating from outside the
area.
5. Commissioner Brotherton clarified that if any Task Force member has materials they
would like to share, that all emails and materials should be disseminated by Wendy Housekeeper. She will make sure this information is available on the website for all Task Force members and the public. Commissioner Brotherton also pointed members to the Laser Fiche site for location of materials.

There was a discussion about the intersection between the Healthier Together Task Force and the Healthier Together Steering Committee. Commissioner Brotherton explained the respective roles and stated that the Steering Committee would like to hear the Task Force
recommendations but the Task Force is not beholden to them. Commissioner Brotherton
discussed the goals at length. The Task Force identified two gaps in the goals and Commissioner Brotherton will revise to include these: a) discussion of aquatic and other proposed amenities and b) more details on all available funding mechanisms, public and private. A question was asked about whether the new South Whidbey pool is being built
on septic. There was discussion about creating a work product that took the format of a
spreadsheet comparing various options against agreed upon criteria. There was discussion about framing the criteria on guiding principles such as affordability, audiences being served, and other community values. It was suggested this may be equivalent to an “owner’s project criteria” traditionally used to help scope recommendations for a
construction project. Commissioner Brotherton pointed Task Force members to the GIS
tool on the county website to view the Port Hadlock Sewer District boundaries: Public Land Records (jeffcowa.us) There was also discussion about growth projections for the
county which are being formulated now but will not be finalized during the timeframe of
the Task Force’s work.
7. Commissioner Brotherton discussed the upcoming meeting schedule: Day/Time/Scope, and indicated this would be a process in which we will prepare materials, and invite consultants, but that content could change and be fluid, based on availability. The Task
Force would like to discuss fiscal information and cost-benefit analysis earlier in the
proposed schedule, if possible. 8. It was clarified that the Task Force process/role is to assess materials that are available, provide clarity, and make recommendations. 9. The JeffCo Aquatic Coalition will help to coordinate a day trip to Port Angeles and the
Sequim pools. They will also coordinate an overnight trip to Boise, Idaho and the
Leavenworth pools. May 17th is a possible date for the day trip. Diane McDade will send an email to identify possible dates for the longer trips. 10. Commissioner Brotherton discussed the upcoming schedule and it is as follows: May 9, May 20, June 6, June 17, June 27, July 15, and August 1. Meetings will be in person at
Jefferson County Commissioner Chambers, with a Hybrid option. Public access is via
Zoom only. 11. Commissioner Brotherton asked if there were any additional agenda items. There were no additional comments. 12. Commissioner Brotherton adjourned the meeting at 5:59 P.M.
