Re: Olympic Discovery Trail, Anderson Lake Connection; NWS-2023-464
Dear Jefferson County Project Manager:
Jefferson County Public Works is planning to construct the Olympic Discovery Trail - Anderson Lake
Connection project in unincorporated Jefferson County, Washington. This project involves the
construction of a three mile Olympic Discovery Trail segment connecting the Larry Scott Trail to Anderson
Lake State Park. The trail will be part of a coordinated regional system that will eventually connect the
Larry Scott Trail to Discovery Bay as part of the Eaglemount segment of the Olympic Discovery Trail.
Jefferson County received Federal Highway Administration (FHWA) funding through Washinton State
Department of Transportation Highways and Local Programs (WSDOT H&LP) to construct the project.
The NEPA compliance process with WSDOT H&LP is pending approval from FHWA.
Jefferson County Public Works is requesting authorization under the Clean Water Act to discharge fill in
wetlands and streams in the project corridor. The trail has been designed to avoid impacts to these
aquatic resources and minimize unavoidable project impacts as described in the application materials.
The enclosed Joint Aquatic Resource Permit Application (JARPA) serves as the Pre-Construction
Notification requirement for a Nationwide Permit #14 for Linear Transportation Projects. Enclosures
include:
-JARPA Form, Attachment C, and Permit Drawings
-Wetland and Stream Delineation Report
-Critical Areas Stewardship Plan (e.g., wetland and buffer mitigation plan)
-Cultural Resources Report and concurrence letter from DAHP signed September 8, 2023
-NEPA Categorical Exclusion Form (unsigned)
