The trail length and end mile post need to change from 3.40 miles long to 3.15 miles long, and 10.75 ending mile post to 10.50 ending mile post. Please see email string below as the official documentation of the re-evaluation. I will upload this into EnerGov. The 3.4 miles initially came from simply only looking at the 60% plans end station length, and converting feet to miles. Trail end station on 60% plans = STA 179+41.28 17,941.28’ / 5,280 feet/mile = 3.40 miles This simple derivation of trail length from the plans was the source of the error used on the NEPA/CE form. It resulted in an apparently longer trail length than actually designed within the plans. The actual trail length is a little more complicated to figure out from the plans. The actual trail length is calculated from the trail end station minus trail begin station, minus mid-station correction gap. From the 90% plans: Trail end station = STA 182+11.5 Trail begin station = STA 10+13.98 Mid station correction gap = STA 100+00 minus STA 94+48.08 Actual trail length = 18,211.5’ – 1,013.98’ – (10,000’ – 9,448.08’) = 16,645.6’ 16,645.6’ / 5,280 feet/mile = 3.15 miles This will also change the ending terminus mile post from 10.75 . Beginning terminus mile post = 7.35 Corrected ending terminus mile post = 7.35 + 3.15 = 10.50 3.15 total project trail miles are used on the STIP, WSDOT Project Prospectus, and the WSDOT Local Agency Agreement. 2) There are no negative impacts to this change, as the trail is still materially located on the same land that was evaluated for cultural resources, wetlands, streams, wildlife habitat, and other critical areas. 3) Jeff Gray, Managing Senior Scientist at Otak, Inc. (Jefferson County Public Works’ design consultant) performed the environmental study, and completed the NEPA/CE form. Jeff Gray has assessed this change in the NEPA/CE and states that the original NEPA/CE is still valid. Jeff Gray (and Otak Project Manager Nico Vanderhorst) is copied on this message. A NEPA re-eval will need to be done since the project length and end milepost are different. Please send an email explaining the changes (what has been deleted, etc) for the re-evaluation. Thanks!
