This change order includes changes modifications to original contract items and additional items. The changes
include pipe material change for the potable (Cl)and porcess water(C3)line; Increase in the size of access hatch into
equalization tank vault; and stormwater modifications.
All work materials and measurement to be in accordance with the provisions of the standard specifications and
special provisions for the type of construction involved.

Port Hadlock UGA, Project No. 405-2114-0, Commerce Project No.

Statement of Issue: Change Order No. 1 with Interwest Construction of Burlington,
Washington.
Analysis/Strategic Goals/Pro's &t Con's: This change order includes the difference in
cost to change pipe material for both the potable and process water lines; the
difference in cost for a larger access hatch for the equalization tank vault; and
additional stormwater features. The changes from the original plan were done 1) to
unify the type of material used for the potable and process water for the treatment
plant; 2) provide a more efficient operational access to the equalization tank pump
vault through one larger hatch rather than a double hatch with a center bar, which
would make removal of equipment and access more difficult; and 3) to route
stormwater to existing stormwater features in order to provide a lower access road
which will provide access to the north side of the treatment plant site.
Fiscal Impact/Cost Benefit Analysis: The amount for Change Order No. 1 is
$42,288.15 (includes 9.1% Washington State Sales Tax). The contract amount will
increase from $10,020,835.00 to $10,063,123.15. The project is funded at 100% by
the Department of Commerce.
Recommendation: Public Works recommends that the Board authorize Change Order
No. 1 with Interwest Construction, and return two originals to Public Works for further
processing.
