Think of a tribal counterpart you’re working with. Now, imagine in your next interaction, they ask you point-blank, “Why is your organization engaging with us?” What’s your answer? The Transparency Crisis Transparency is a big problem in tribal relations. As Leo LaClaire (Muckleshoot Tribe) lamented to author Trova Heffernan, "Not only have we been given double-talk and a fast shuffle… but… officials … have been talking to us with forked tongues.” The problem looks like a lot of things—misunderstanding, arms-length interactions, duplicity, distrust, or just plain old deception. Typically, organizations engaging with tribes aren’t always clear or honest about three things: (1) Their real goals; (2) Their underlying motivations, and (3) What it’s like to work with them. Sadly, this causes strained, broken, or hostile interactions. Or, worse: no interactions at all. But there’s good news: We all have a common tool to address this problem. There’s actually three of them: Our Three Whys. Each one plays a special role in tribal relations, addressing a specific problem like this. Today, let’s look at just one: Our Organizational Why. It’s the situational story our organization shares about its work with a Tribe. Beyond Outreach: Telling Our Organization’s Story We all try different ways to be transparent about our organization’s work with tribes. It’s often a key aspect of our outreach. We push information… about our programs, projects, or priorities. We try to follow-up. We contact different people. We respond to questions from tribal counterparts—often lacking a ‘good’ answer. But sometimes, we can get too focused on ourselves, and all this information, that we neglect something more important… While we’re busy doing all this outreach, what’s our story? What’s the story we share about how our organization came to this situation in the first place? Do we take time to describe the major (1) Facts, (2) Events, and (3) Feelings that propel us into our work with a Tribe? How do we describe these? What channels and modes of communication do we use? Anticipate and envision how our tribal counterparts first receive this story… When, where, and how do they first see or hear it? On a website? In a news release? In a conversation? On a field tour? Or, in the third paragraph of a three-page ‘Dear Tribal Leader’ letter? Does it simply share information? Or does it reveal something more about our values? Who we are? What we hope to accomplish together? Big Tip: When our values align with a Tribe’s, big things are possible. Our Organizational Why We use our story to answer a bigger question: Why is our organization engaging with this Tribe? Other questions can help… No right or wrong answers, but we MUST be clear and honest about our: (1) Outcomes; (2) Interests, and (3) Processes. First, we must fully communicate the kinds of outcomes our organization hopes to see. We must see and share some vision of the future. What does that future scenario look like? Is it long-term or short-term? Is it flexible or rigid? Second, we must fully explain our underlying interests. This is the core of our Why. Beyond this project, program, or situation, what bigger-picture mission, values, or beliefs motivate your organization’s work? Third, tribes deserve a full picture of the process—what’s it going to be like working with our organization? What special factors shape our organization’s processes? Think about procedures, timelines, budgets, pace, data, people, paperwork, policies, etc. Remember, tribes work with all types, shapes, and sizes of organizations. Where does yours fit into this? How would you describe your organization’s unique culture and processes? Its ways of doing things? Every organization is different. How is yours? Only you know the answers, and only you can communicate them. As Michael Durglo (Confederated Salish and Kootenai Tribes), Tribal Historic Preservation Program Director explained in a recent federal forum: “It’s building relationships… in order to build a good trusting relationship you need to start with a foundation. And my foundation … is about communication, collaboration, coordination, and cooperation… Building a good working relationship from the very beginning.” It’s essential to convey these things. But, please remember: This is not a messaging exercise! We’re building relationships—not just messaging campaigns to get ‘buy-in.’ This is not public relations, and it’s surely not ‘stakeholder’ relations. It’s a communication effort. It should be informative, not persuasive. Next Steps: Drafting Your Story So, we prepare our story. This week, let’s set aside time to brainstorm answers to the following: * Who is your organization? What’s their mission? * What are they trying to do with a Tribe? * When do they plan to do it? When will it be done? * Where—in what places and communities, will it occur? * Why are they doing it? (What Facts, Events & Feelings propel them?) * How will you all interact—what will the process be like? If you had to draft all this into a short story, how does it read? How did this effort begin? How will it to evolve? What challenge will you overcome? How can the Tribe help? What’s the future look like? There are no right or wrong answers.
