Countywide Planning Policies
Purpose
Purpose of CPPs:
Under GMA, Countywide Planning Policies establish a framework for
developing and adopting county and city comprehensive plans. The role of the policies is to coordinate the comprehensive plans of
jurisdictions in the same county for regional issues or issues affecting common borders.
RCW 36.70A.210
Identifies a series of topics which to develop policy framework
In coordination and collaboration with cities
Population allocation/distribution
Other policies that local jurisdictions determine are desirable

Current Policies & Amendments
Current Policies:
Adopted in 1992, under initial GMA requirement
2005 staff effort to update but wasn’t completed
2024 Proposed Amendments:
Needed due to legislative amendments (housing, public facilities, tribal)
Reviewed 2005 staff amendments –County/City input
Reviewed GMA, Commerce Guidance, Kitsap/Snohomish CPPs recent
update
CPPs overall are still very sound
Amendments are identified as underline for additions and strikeout
for deletions

Introduction
Introduction establishes the framework and
introduces the goals of GMA and the process for CPPs
development.
Amendments:
Added two new goals to GMA: climate change & resiliency, and
shorelines of the state
Deletions of narrative no longer relevant

#1 Policies on Urban Growth Areas
Purpose of Policies:
Policies regarding UGAs:
Population forecast
UGA sizing and delineation
Port Hadlock/Irondale
UGA boundary modifications
Amendments:
Added population distribution 70/30 (urban/rural) split
Deleted language on UGA tiers; replaced with GMA language on lands characterized by urban
Added reference to new “land swap” ability for UGA boundary modification
Added policy for Major Industrial Developments, as authorized by RCW 36.70A.367

#2 Policies on Promotion of Contiguous and
Orderly Development
Purpose of Policies:
Establish framework for how development and urban services are
to be provided within urban growth areas.
Minor amendments:
County may appoint citizen advisory committee
LOS standards for transitional urban facilities and services
Countywide Coordinated Water System Plan -Delete reference to
“Chelan Agreement” and reference watershed planning efforts
may affect CWSP and/or land use element.

#4 Policies on Siting Public Capital &
Transportation Facilities of a County or Statewide
Significance
Purpose of Policies:
Policies regarding regional capital facilities:
Siting of essential public facilities
Amendments:
Addresses legislative amendments removing essential public facilities, and
adding public capital & transportation facilities
Adds revised GMA definition of essential public facilities
Each jurisdiction’s comprehensive plan identifies process for siting
New policies regarding capital and transportation facilities of a county or
statewide significance

Purpose of Policies:
Policies regarding affordable housing:
Definition of Affordable Housing
Sufficient quantity of land appropriately zoned to support a wide range of housing types
Amendments:
Updated definition of Affordable Housing using GMA
Added policy and policy references required by recent legislative amendments
Housing targets by income band
Middle housing
Permanent supportive housing/emergency housing
New policy considering displacement risk

Purpose of Policies:
Policies regarding economic development:
Include an element in comprehensive plans
UGA and rural centers as ‘hubs’
Amendments:
Major Industrial Developments (MID) outside of UGAs as
authorized under RCW 36.70A.365
Two master planned locations outside of UGAs as authorized
under RCW 36.70A.367

Purpose of Policies:
Guidance on fiscal assessment for capital facilities within
comprehensive plans
ILAs for UGA tax revenue sharing, regional services, annexations
No amendments proposed

#10 Policies on Protection of Tribal Cultural
Resources & Tribal Coordination
Purpose of Policies:
HB 1717 (2022) amended various sections of GMA, including CPPs
RCW 36.70A.210 Countywide Planning Policies
Requires counties to invite tribes to participate in developing countywide planning policies. Counties must develop policies for the protection of tribal cultural resources in collaboration with tribes if they choose to participate.
New Policies Include:
Protection of Tribal Cultural Resources
Reviewed Commerce guidance and resources
Current policies in County Comprehensive Plan
Tribal Coordination
Reviewed Commerce guidance and resources
Reviewed neighboring counties’ countywide planning policies

Purpose of Policies:
