Butler, AICP, Chief Strategy Officer DATE: May 15, 2024 RE: Short Term Rentals Workshop Review of Community Contributions STATEMENT OF ISSUE: On May 1, 2024, the Chief Strategy Officer (CSO) provided recommendations, examples, questions and concerns shared by community members at the March 12th - 14th workshops and from those interested parties who submitted comments digitally or in-person. While most of the community’s contributions were provided at the meeting, we have created a webpage with the contributions. As a next phase, the CSO would like to discuss the contributions in a workshop format with the goal of creating Short Term Rental (STR) focus areas, which loosely correspond to the comments received and any others, which may have been overlooked. In conclusion, the CSO seeks guidance on identifying next steps. RECOMMENDATION: At this workshop, please consider the following: 1) Subject areas. The CSO recommends that the Planning Commission break into subgroups or work as a body of the whole to consider the subject areas identified by the comments in the staff report and on the Short-Term Rental website. Could you suggest core subject areas and/or confirm that these represent a good beginning of this process? E.g., a) enforcement, b) corporate rentals, c) owner occupied rentals versus other types, d) ideas to reduce neighborhood impacts, e) ideas to support tourism. Your assistance in identifying omitted topics is also sought. 2) Low-hanging fruit. Are there any low-hanging fruit? By low-hanging fruit, the CSO means that your review and consideration of comments and ideas may identify ordinance revisions that should occur which are broadly supported by the you in your role as a planning commissioner and the general public. 3) Public Outreach. Contribute ideas about how many more outreach events should occur and where they should be held.
