Countywide Planning Policies
Purpose
u Purpose of CPPs:
u Under GMA, Countywide Planning Policies establish a framework for
developing and adopting county and city comprehensive plans. The role
of the policies is to coordinate the comprehensive plans of jurisdictions
in the same county for regional issues or issues affecting common
borders.
u RCW 36.70A.210
u Identifies a series of topics which to develop policy framework
u In coordination and collaboration with cities
u Population allocation/distribution
u Other policies that local jurisdictions determine are desirable

Current Policies & Amendments
u Current Policies:
u Adopted in 1992, under initial GMA requirement
u 2005 staff effort to update but wasn’t completed
u 2024 Proposed Amendments:
u Needed due to legislative amendments (housing, public facilities, tribal)
u Reviewed 2005 staff amendments – County/City input
u Reviewed GMA, Commerce Guidance, Kitsap/Snohomish CPPs recent
update
u CPPs overall are still very sound
u Amendments are identified as underline for additions and strikeout
for deletions

Introduction
u Introduction establishes the framework and
introduces the goals of GMA and the process for CPPs
development.
u Amendments:
u Added two new goals to GMA: climate change & resiliency, and
shorelines of the state
u Deletions of narrative no longer relevant
u Addition of Key Objectives

u Added population distribution 70/30 (urban/rural) split
u Deleted language on UGA tiers; replaced with GMA language on lands characterized by urban

u Added policy for Major Industrial Developments, as authorized by RCW 36.70A.367

Resources & Tribal Coordination
u Purpose of Policies:
u HB 1717 (2022) amended various sections of GMA, including CPPs
u RCW 36.70A.210 Countywide Planning Policies
u Requires counties to invite tribes to participate in developing countywide planning policies. Counties must develop policies for the protection of tribal cultural resources in collaboration with tribes if they choose to participate.
u New Policies Include:

u Current policies in County Comprehensive Plan
