RE: Lot 101 of "Snow Creek Ranch" Sec. 2, T 28 N, R 2 W, W.M.
Jefferson County, Washington.
Dear Dave:
I have attempted to overlay the appropriate portion "FIRM" Map
#53069-0410-B on the same area as presented by the map of said
Plat. My conclusion is that the "FIRM" Map is unreliably
inaccurate to the extent that said Lot may be, but is most likely
Not within Flood Zone "A" .
The following are just a couple examples on inaccuracy of the
"FIRM" map:
1) "FIRM" map scales 310' Easterly to the centerline of the
Highway 101 - actual distance is 100' .
2) "FIRM" map shows the Port Townsend water line running
Easterly of Creek in Section 2 - actual location is West of Snow
Creek thru Plat.
If the Creek itself is to be used as the determining factor
for relative location, Lot 101 would not be within Zone "A" .

Unnumbered A Zones: For sites which are located in
unnumbered A Zones shown on a FIRM or FHBM, deter-
mining the appropriate BFE is more difficult since
these zones are not studied in detail as part of a
Flood Insurance Study and base flood elevation data
are not provided by FEMA. In such situations, the
building or permit official should utilize the "best
available information" for establishing a BFE for the
area in question. Methods for doing this are summar-
ized below:
Use of non-FEMA data: In some cases, the
flooding conditions for the area in question
may have been studied at some time in the past
by another agency such as the U.S. Army Corps
of Engineers, the Soil Conservation Service, or
the U.S. Geological Survey. In addition, there
may be local records indicating floodwater
depths from historical floods which have affected
the site. These sources should be contacted to
determine if any information is available for
the area in question.
Use of Applicant's Data: If other flood data
sources are not available, the local official
may require the applicant to furnish or develop
base flood elevation data for the site. All
applicant-submitted data should be accompanied
by documentation of the engineering methodology
which was utilized to develop it. If feasible,
the permit official may want to refer applicant-
submitted data to the city or town engineer for
review prior to its acceptance.

Other: If the above methods cannot be used, the � I
permit official should still make a determina-
tion of the base flood elevation. In these I ,
instances the permit official may determine the IP
elevation based on local knowledge or best

Regardless of how BFE data is obtained for an

unnumbered A Zone, it is essential that the local t f
permit official be comfortable that it represents the ;4
best available or obtainable estimate of the base
flood for that area. Also, once reliable BFE data
has been obtained for a particular location or
A-Zone, the permit official should record it,
ideally on his working copy of the FIRM or FHBM, so I`'' i
that the time and effort involved in determining a
BFE will not have to be duplicated for future
development proposals in the immediate vicinity.
c. STEP 3: DETERMINE IF DEVELOPMENT AFFECTS A DESIGNATED
FLOODWAY:
Following establishment of the applicable Flood Hazard
Zone for the site of the development proposal (Step 1) , it
is necessary that all proposed sites determined to be

within an A1-30 Zone on a FIRM be checked to see if they
lie within or may impact a designated floodway. This
determination requires that the development site be
located (by scaling) on the Flood Boundary and Floodway
Map (FBFM) prepared as part of the Flood Insurance Study.
(If the community is still in the Emergency Program and
does not have a published FIS, or if the FIS did not
establish floodways for the community - as may be the case

Notice is given to GARCIA that the improved
real estate or mobile home described in the attached instrument is or
will be located in an area designated by the Director of the Federal
Emergency Management .kgency as a special flood hazard area. This area
is delineated on JEFF3RSON COUNTY *'s Flood Insurance
Rate Map (FIRM) or, iE the FIRM is unavailable, on the Flood Hazard
Boundry Map (FHBM) . This area has a 1% chance of being flooded within
any given year. The risk of exceeding the 1% chance increases with
time periods longer tan one year. For example, during the life of a
30-year mortgage, a s;ructure located in a special flood hazard area
has a 26% chance of being flooded.
NOTICE TO BORROWER ABOUT FEDERAL FLOOD DISASTER ASSISTANCE
The improved real estate or mobile home securing your loan is or will
be located in a community which is now participating in the National
Flood Insurance Program. In the event your property is damaged by
flooding in a Federally declared disaster, Federal disaster relief
may be available. However, such relief will be unavailable if your
community is not participating in the National Flood Insurance
Program at the time each assistance would be approved, (assuming your
community has been identified flood-prone for at least one year) .
This assistance, usually in the form of a loan with a favorable
interest rate, may be available for damages incurred in excess of
your flood insurance.
