Advocacy Push for the National Flood Insurance Program (NFIP) Reauthorization Act – Brett Mattson, Legislative Director
* The National Flood Insurance Program (NFIP) continues to be a critical tool in reducing the financial impact of flooding by providing affordable insurance to property owners. Following
the 30 short-term reauthorizations since 2017, the NFIP is in dire need of a long-term reauthorization. This would grant predictability to counties, increasing their ability to effectively
plan and implement workable budgets.
* NACo supports the National Flood Insurance Program Reauthorization Act which would cap annual premium increases, incorporate affordability provisions for low- and middle-income policyholders,
increase investments in flood mitigation and heighten transparency on FEMA’s new risk rating system.
Update on the EXPLORE Act – Owen Hart, Associate Legislative Director
* On Tuesday, April 9, the House of Representatives will vote on H.R.6492 - Expanding Public Lands Outdoor Recreation Experiences (EXPLORE) Act <https://www.mmsend50.com/link.cfm?r=b_5cxdcAxAVR3h0NaL
yCOA~~&pe=XO258JsexCWTT6cW1OxnVoql-3dvCos4kFC6qEXUWj4J_Hr833LV-XgxK9zuSHqNT1V1GD3CXAJZlzNd6fJJ_w~~&t=yTmeU5T24Ut6nUkQTlLK2Q~~> , a bipartisan legislative package of outdoor recreation
policy endorsed by NACo. NACo is expecting the bill to pass through the House on suspension with strong bipartisan support.
* The EXPLORE Act, which contains more than a dozen individual outdoor recreation-focused bills, would assist counties by:
* Supporting gateway communities by identifying and addressing housing shortages, infrastructure challenges and overcrowding
* Expanding Good Neighbor Authority (GNA) to allow county governments to reinvest revenue from GNA projects into outdoor recreation projects on non-federal lands
* Improving public land access for sportsmen and women, including hunters and fishers
* Modernizing technology to improve visitor experiences on public lands, such as increasing broadband connectivity at recreation sites, creating digital recreation passes, and creating
new pilot programs to monitor and analyze visitation data
* Streamlining the permitting process, supporting public-private partnerships on public lands and reducing burdensome fees for small businesses that depend on public land access
* Restoring campgrounds and constructing new long-distance bike trails
* Creating outdoor recreation opportunities and improving the accessibility of our public lands for military service members, veterans, individuals with disabilities and children

outdoor recreation industry to build a robust bipartisan coalition to support the bill’s passage in coming months.
Summary of the Western Interstate Region Conference – Joe Jackson, Legislative Assistant
* From May 7 to May 10, the 2024 Western Interstate Region Conference was held in Mariposa County, California. Included in the program were pre-conference mobile tours, meetings for
the WIR Board of Directors, two general sessions and a wide variety of workshops. Joe Jackson will provide a summary of the events during the conference and the business items discussed
Update on NACo Affordable Connectivity Program Advocacy – Maxx Silvan, Legislative Associate
* May 2024 represents the last month in which the Federal Communications Commission’s Affordable Connectivity Program (ACP) will be active for enrolled households. There are currently
23 million households that receive the monthly ACP of $30 towards their internet service bill.
* Bipartisan Congressional supporters have sought a variety of solutions to fund the program, ranging from a failed attempt to include a non-germane amendment for funding the ACP onto
the FAA Reauthorization bill, to an ongoing effort to include ACP funding in a broader National Spectrum Strategy Package
* NACo staff will lay out the current landscape in Congress for the viability of ACP funding passing before the end of the month
