SUBJECT: ADVISORY BOARD RESIGNATION(S) (2)re: Jefferson County Service
Officers Association/Veterans Advisory Board
STATEMENT OF ISSUE:
On Monday, April 29, 2024, Paul Cahill, Jefferson County Service Officers Association/Veterans Advisory
Board(VAB), Alternate Officer at Large Representative, gave his resignation effective immediately.
On Wednesday, April 28, 2024, Cindy Okinczyc, Jefferson County Service Officers Association/Veterans
Advisory Board(VAB), Officer at Large, gave her resignation effective immediately.
Staff will be working with Legal to amend the VAB Bylaws to appoint a Veteran for VAB and not
specifically a Service Officer as it lists at this time. When those Bylaws are approved staff will proceed with
recruitment.
Jefferson County Veterans Service Officers Association By-Laws
Section 2 - Membership: The membership shall consist of the duly appointed Service Officer from
each nationally chartered veterans' organization in Jefferson County and one (1) Service
Officer-at-Large. The Service Officer-at-Large will be appointed by the JCVSOA Officers and will
serve a term of one (1)year.
RCW 73.08.035 (2) The county legislative authority must solicit representatives from either local branches
of nationally recognized veterans' service organizations or the veterans'community at large, or both,to serve
on the board. No fewer than a majority of the board members shall be members from nationally recognized
veterans' service organizations and only veterans are eligible to serve as board members.
RECOMMENDATION
Accept the Jefferson County Service Officers Association/Veterans Advisory Board(VAB), Alternate
Officer at Large Representative resignation and sign Thank you Letter for board service.
