SUBJECT: WORKSHOP re: DCD permit review process
STATEMENT OF ISSUE:
The Jefferson County Homebuilders Association recently communicated concerns to the Board about permit
review timelines at the Department of Community Development(DCD) and suggested potential measures.
ANALYSIS:
DCD took in a surge of permit applications in the 2-3 weeks leading up to the March 15, 2024 change from
one set of building codes to another, per the State Building Code Council. Applicants desired to vest
building permit applications to the (now) older codes before the new codes took effect. DCD issued a press
release that estimated that it would take six months to work through the building permit queue following the
permit intake surge. The landscape has since changed, which staff will describe during this workshop.
FISCAL IMPACT:
Not applicable, unless changes are made to DCD's structure, operations, or capacity to review applications.
RECOMMENDATION:
Listen to a presentation by DCD staff about the current situation, what led us to where we are now, permit
review trends, and what the department is doing to address concerns and improve the process. Ask any
questions and provide feedback.
