The top-line allocations are set in accordance with the caps outlined in the Fiscal Responsibility Act of 2023 and will be subject to change, according to the press release <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&i d=df17cc94f6&e=850008f825> . Chairman Cole plans to increase defense spending by 1 percent, while cutting non-defense programs by 6 percent. The Chairman forewarns that those reductions would not be “evenly distributed” across the spending bills, specifying that some subcommittees “such as Labor-Health and Human Services-Education, Financial Services-General Government, and State-Foreign Operations will receive significant cuts of 10-11%.” In response, House Appropriations Committee Ranking Member Rosa DeLauro released a fact sheet <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=681994691e&e=850008f82 5> decrying the proposed cuts to non-defense spending, stating <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=4daf901b91&e=850008f825> that her Republican colleagues’ approach “leaves on the table at least $75 billion in investments in American families.” The Ranking Member also asserted that “any additional increases to defense funding must be paired with dollar- for-dollar increases in nondefense funding.” Clearly there will be some policy differences to overcome as the Republican-controlled House and Democratic-controlle d Senate move forward in the appropriations process. Economy The Bureau of Labor Statistics (BLS) released the April 2024 Consumer Price Index (CPI) <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=a5838c9774&e=850008f825> revealing a 0.3 percent rise in April and 3.4 percent increase in overall CPI over the past year. The increase mirrors projections indicating that inflation continues to normalize. Office of the Secretary * The U.S. Department of Transportation (DOT) issued <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=3a20704598&e=850008f825> a Notice of Funding Opportunity (NOFO) for Fiscal Year (FY) 2024 Strengthening Mobility and Revolutionizing Transportation (SMART) Stage 1 Grants. The purpose of the SMART program is to support demonstration projects involving advanced smart city and community technologies or systems that improve transportation efficiency and safety in order to solve real-world challenges. DOT expects to award $50 million in total program funding for Stage 1 Planning and Prototyping Grants to support the development of partnerships with stakeholders, refinement and prototyping of concepts, and reporting of results. Stage 1 awardees will then be eligible to apply for $50 million worth of Stage 2 Grants that support the scaled-up demonstration of those concepts in a separate solicitation that is expected to be released July. The application deadline for Stage 1 Grants is July 12, 2024 at 5:00 p.m. Eastern Time (ET). Please note that DOT expects that this will be the last call for Stage 1 applications. * DOT announced <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=31ad929c08&e=850008f825> that it will invest $1.7 million in funding to establish a new Climate Change and Transportation Research Center at the University of California, Davis. The Center will conduct research and develop technologies to advance the Administration’s clean energy, climate, and transportation decarbonization and resilience goals. The Center will also work to address environmental inequities resulting from the U.S. transportation system. * DOT will host its second training on Meaningful Public Involvement in Transportation Decision-making next month. DOT intends to continue hosting public trainings on the topic throughout the year. Federal Energy Regulatory Commission In an effort to strengthen the long-term resilience of the electric grid, the Federal Energy Regulatory Commission (FERC) finalized <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c2 2fe2ef2a8361&id=8ef450d882&e=850008f825> a regulation on Monday in a 2-1 vote mandating that transmission providers must conduct long-term planning to develop regional transmission facilities moving forward. According to a fact sheet <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=47e74f9105&e=850008f825> from the Commission, the rule requires transmission providers to conduct and update long-term plans over a twenty-year time horizon and identify opportunities to “right-size” transmission facilities to increase transfer capacity. The regulation also provides direction on the role of states and customers in financing new transmission facilities. Congressional leaders offered varying responses to the rule.
