Members Present: Chair Kate Dean,Vice-Chair Amanda Grace,Members Greg Brotherton, Heidi Eisenhour, Aislinn Palmer and Grey Schad Staff Present: Staff Members Dr. Allison Berry,Michael Dawson,Alisa Hasbrouck, Barb Jones and Apple Martine. Due to a large number of members of the public being present, Chair Dean requested that Board members introduce themselves. PUBLIC COMMENT Chair Dean called for public comment. There was no in-person comment. Concerning the written public comment re: "fentanyl crisis," Member Eisenhour initiated a brief discussion acknowledging the bona fide uses of fentanyl as pain treatment. Member Eisenhour also announced a local"drug take-back"event on April 27,2024 for the proper disposal of unneeded pharmaceuticals. Respectfully submitted Page 1 of 3 G.Gilbert APPROVAL OF AGENDA Chair Dean called for a motion to accept the agenda for April 18, 2024. Member Grace asked to amend the agenda by adding a report by the Sanitation Subcommittee as an additional item, inserted at the end of"Old Business." MOTION: Member Eisenhour moved to approve the agenda as amended. Member Grace seconded the motion, which carried by a unanimous vote. APPROVAL OF MINUTES Chair Dean requested a motion to approve the minutes of the March 21, 2024 meeting. MOTION: Member Eisenhour moved to approve the minutes; Member Grace seconded the motion,which carried by a unanimous vote. OLD BUSINESS AND INFORMATIONAL ITEMS 1. Jefferson County Public Health (JCPH)Report Staff Member Martine presented the JCPH Highlights Reel for the spring quarter, featuring current programs and events. Prominently mentioned,the School-Based Health Center for the Blue Heron/OCEAN campus has been fully funded with state grant money. 2. Jefferson Healthcare Report In the absence of Dr. Kolff, staff member Martine read a brief update, stating that the hospital rebuild has moved from the demolition stage and has begun construction of the new structure,with underground infrastructure nearly complete. 3. State Board of Health Update Chair Dean reported that the state Boll is undertaking a listening tour of the state, in anticipation of preparing the biennial "State of the State"report. Also,the Boll initiated a rule writing process to reduce the amount of time unclaimed human remains must be kept. 4. Infectious Diseases Update Concerning respiratory diseases, Dr. Berry announced the good news that the flu and RSV season appears to be coming to an end, and COVID is downtrending, locally, statewide and nationally, and COVID seems to be transitioning into a seasonal pattern. The rise in measles nationally has not been seen in the Puget Sound region;vaccination is recommended. Avian influenza has shifted, spreading to dairy cows(not yet in Washington)and has transmitted to a very small number of humans(from cows). 5. Sanitation Subcommittee Update Member Grace announced that the pumping of RVs is now permitted. Accessibility to on-site sewage systems on small lots is the next issue to be addressed. NEW BUSINESS 1. 2024 County Health Rankings& Roadmaps JCPH Assessment& Program Coordinator Lolinthea Hinkley and JCPH Epidemiologist Alyssa Wyrsch delivered a presentation highlighting findings from the 2024 County Health Rankings& Roadmaps data release. This data release draws attention to factors impacting health and contains data on measures that support good health an advance health equity. Respectfully submitted Page 2 of 3 G. Gilbert 2. Public Health Heroes Awards In observance of National Public Health Week,Jefferson County Public Health presented it annual Public Health Heroes Awards(individuals and groups,nominated by the public). This year's awardees: Tanya Barnett Dr. Melinda Bower Bailey Burkhartsmeier Al Cairns Cedarbrook Early Learning Center Jefferson County School-Based Health Centers Chief Tim McKern OWL 360' The Nest Shold Excavating,Inc. FUTURE POTENTIAL AGENDA TOPICS No discussion. ANNOUNCEMENTS No discussion. AGENDA PLANNING CALENDAR The Agenda Planning Meeting for the next regular meeting of the Board will be held on May 9,2024 at 10:30 a.m. The next regular Board of Health meeting will be held as a hybrid meeting on Thursday,May 16,2024 from 2:30 p.m.—4:30 p.m. ADJOURNMENT Chair Dean adjourned the April 18,2024 Jefferson County Board of Health meeting at 3:54 p.m. until the next Regular Meeting or Special Meeting as properly noticed.
