Subject: Resolution to Create County Project
Van Trojen Road Bituminous Surface Treatment MP 0.08-1.30
Statement of Issue: Create a county project known as Van Trojen Road Bituminous
Surface Treatment (BST/chip seal). The project will convert a 1.22 mile-long segment
of Van Trojen Road from gravel surfacing to chip seal.
Analysis/Strategic Goals/Pro's Et Con's: Jefferson County maintains approximately 400
miles of county roadways of which about 70 miles are gravel or earth surfaced. Gravel
roads can be very cost-effective to maintain, particularly when carrying very low traffic
volume. The County has no obligation to upgrade gravel county roads to chip seal
surfaces. However, in accordance with Public Works prioritization procedure, there is
occasionally adequate justification to perform the conversion. Conversion of Van Trojen
Road from gravel to chip seal surfacing was considered and determined to be warranted.
Although chip sealing is performed by the County Road Maintenance Department, the
conversion is considered a capital (not maintenance) project and therefore required to
be included on the 6-year TIP. This project is #17 on the 2024-2029 Transportation
Improvement Program with the conversion anticipated to be completed in 2025.
Fiscal Impact/Cost Benefit Analysis: The estimated project cost is $154,600 and funded
by the Road Fund.
Recommendation: The Board is requested to sign one original of the Resolution to
Create County Project.

IT IS HEREBY RESOLVED that Van Trojen Road, County Road No. 520009, from M.P. 0.08
to M.P. 1.30, be improved as follows:
Convert road from gravel surfacing to Bituminous Surface Treatment (BST/Chip seal) surfacing.
IT IS FURTHER RESOLVED that an appropriation from the officially adopted road fund budget and
based on the County Engineer's estimate is hereby made in the amounts and for the purpose shown:
