HomeMy WebLinkAbout051324M ,,oN �. • .. 2/. f isi r N G,, MINUTE S Jefferson County Board of County Commissioners Regular Meeting — May 13, 2024, 9:00 a.m. Jefferson County Courthouse—Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA (Hybrid) CALL TO ORDER: Acting Chair Commissioner Heidi Eisenhour and Commissioner Greg Brotherton participated in the meeting. Chair Kate Dean had an excused absence. Acting Chair Eisenhour called the meeting to order at the appointed time. PUBLIC COMMENT PERIOD: Acting Chair Eisenhour called for public comments, and two comments were received. The Commissioners addressed the comments. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Brotherton moved to approve the Consent Agenda as presented. Acting Chair Eisenhour seconded the motion. The motion carried. 1. INTERGOVERNMENTAL AGREEMENT re: Cooperative Purchasing Agreement;No cost; Auditor's Office; Snohomish County 2. AGREEMENT re: Material Testing for the Phase 3 Low Pressure Sewer Collection System for Port Hadlock UGA, Project No. 40521140; In the Amount of$68.311; Public Works; HWA GeoSciences, Inc. 3. AGREEMENT re: Jefferson County HVAC Replacement for Public Health, Department of Community Development and Public Works; In the Amount of$56,297.86; County Administrator; Mayda 4. AGREEMENT re: Approval of EV Car Charging Site Host Agreement for the Olympic Peninsula Gateway Visitors Center Site; Revenue Share to Jefferson County at $0.05/kWh; Auditor's Office; EV Charging Solutions Inc. 5. AGREEMENT re: Postpone Smart Phone Pledge to Develop and Implement Tobacco, Vapor and Marijuana Product Intervention Strategies; In the Amount of$1,000; Public Health; Port Townsend School District No. 50 6. AGREEMENT re: Lactation Accommodation Space; In the Amount of$10,718.74; Superior Court; Administrative Office of the Courts 7. AGREEMENT,Amendment No. 1 re: Early Childhood Courts Project;No cost; Superior Court; Center for Children and Youth Justice 8. AGREEMENT,Amendment No. 1 re: Group Employment Services; Additional Amount of $5,022.44 for a total of$63,022.44; Public Health; Cascade Community Connections 9. APPROVAL OF MINUTES: Regular Meeting Minutes of May 6, 2024 13. Payment of Jefferson County Payroll Warrants Dated May 3, 2024 Totaling $2,439,864.58 PROCLAMATION re: Declaring the Week of May 12-18,2024 as National Police Week and Observe May 15,2024 as Peace Officers' Memorial Day: The Commissioners read aloud the proclamation. Commissioner Brotherton moved to approve the proclamation. Acting Chair Eisenhour seconded the motion. The motion carried. Sheriff Joe Nole was present and stated it means a lot to law enforcement to know that people respect what they do. He stated that he is grateful for the relationship they have with County government. PUBLIC COMMENT PERIOD- Continued: Acting Chair Eisenhour called for public comments, and one comment was received. The Commissioners addressed the comment. PROCLAMATION re: Proclaiming May 2024 as Mental Health Awareness Month: The Commissioners read aloud the proclamation. Commissioner Brotherton moved to approve the proclamation. Acting Chair Eisenhour seconded the motion. The motion carried. National Alliance on Mental Illness (NAMI) President Patrick Johnson and Discovery Behavioral Healthcare CEO Jim Novelli were present and thanked the Commissioners for the proclamation. They talked about the importance of providing housing and other treatments. Sheriff Nole thanked the Commissioners for the proclamation and noted that the Jefferson County Jail is a defacto mental health facility, and homelessness also impacts mental health. PUBLIC COMMENT PERIOD - Continued: Acting Chair Eisenhour called for public comments, and two comments were received. The Commissioners addressed the comments. COMMISSIONERS' BRIEFING SESSION: The Commissioners and County Administrator discussed recent meetings they attended,miscellaneous topics, and reviewed upcoming meetings. DELIBERATION re: Establishment of Final Docket,2024 Comprehensive Plan and Unified Development Code Annual Amendment Cycle; and Planning Commission Recommendation on 2024 Comprehensive Plan Amendment Cycle Final Docket: Department of Community Development Associate Planner Joel Peterson was present to discuss the Establishment of the Final Docket and reviewed the recommendation based on perceived need, urgency and appropriateness. He reviewed the proposed amendments with the Board and answered questions. After discussion, Commissioner Brotherton moved to approve the final docket as recommended by the Planning Commission for 2024. Acting Chair Eisenhour seconded the motion. She opened the floor to allow for public comments on the motion, and no comments were received. She called for a vote on the motion. The motion carried. 2 Commissioners Meeting Minutes of May 13, 2024 The meeting was recessed at 10:47 a.m. and reconvened at 10:57 a.m. with Acting Chair Eisenhour and Commissioner Brotherton present. PRESENTATION re: County Road Administration Board (CRAB) Certification of Good Practice: The Commissioners and County Administrator Mark McCauley noted all the great work done by Public Works staff. Public Works Director Monte Reinders accepted the certificate on behalf of the Department and thanked the Commissioners for the recognition. He provided an update of Public Works activities and added that having the CRAB certification enables them to be eligible for certain grants. The meeting was recessed at 11:25 a.m. and reconvened at 1:30 p.m. with Acting Chair Eisenhour and Commissioner Brotherton present. WORKSHOP re: Solid Waste Update: Public Works Solid Waste Manager Al Cairns was present to provide a report on Solid Waste programs, review fee increases for solid waste facilities, curbside service usage, and pilot program for low-income customers. Public Works Director Monte Reinders and Manager Cairns answered questions posed by the Board. NOTICE OF ADJOURNMENT: Acting Chair Eisenhour adjourned the meeting at 2:17 p.m. until the next regular meeting or special meeting as properly noticed.
