On Saturday, Steve Nevey succeeded Patty Rubstello as the Assistant Secretary for Washington State Ferries. We appreciate Patty’s three years at the helm of WSF and look forward to Steve’s stewardship of the world’s second largest ferry system. He brings two-and-a-half decades of maritime experience, the last two-and-a-half years at WSF, to this role. Steve and Deputy Assistant Secretary Nicole McIntosh will lead WSF management through the service restoration and new vessel construction so important to your constituents and Washington’s transportation system. This morning, Steve sent the email below to all WSF employees, outlining his vision for culture change. Leading this iconic organization is the honor of a lifetime, and I am eager to embark on this journey with all of you. While the operations team at 2901 and in the Fleet is accustomed to receiving these emails from me, this marks the first occasion I am sending a message like this to the entire organization. So, to those who have heard similar messages from me before, my apologies for the déjà vu – but, as they say, repetition is the mother of all learning, the father of action, which makes it the architect of accomplishment. For the past 6 months, the Operations department has been engaged in a culture change effort aiming to shift our culture from an ego-based culture to a people-first, values-based culture. What does that mean? Simply put, it means making decisions and implementing solutions that are best for the organization, our customers, and our staff. The opposite: making decisions through the lens of what is best for oneself, one's department/team, or in the interest of defending one's turf or prioritizing winning a disagreement at the expense of the bigger picture, is what I mean by an ego-based culture. We need to move to a culture where everyone is aligned with the big picture and understands how seemingly small decisions or actions that they make affect the wider organization. Everyone has something to contribute, and everybody's contribution is critical to our future success. As I assume this new position, I have several priorities as we focus on transforming the organization to be proactive rather than reactive, responding to changing circumstances in an agile way, and set up for future resilience. You will hear more about the strategies I intend to put in place to achieve this transformation in the coming weeks and months. However, none of those strategies will be as important as the shift to a people-first, values-based culture, as that is the foundation upon which everything else will be built. I have attached a version of the playbook we have been using in the operations department to initiate this culture shift. I now intend to roll out this culture shift effort organization wide. The playbook serves several purposes. Firstly, it explains the WSDOT strategic plan and illustrates how it is connected to WSF. In my two years at WSF, it has become apparent to me that WSF often feels like a separate entity from WSDOT. This cannot continue; we need to embrace being part of WSDOT and seek to benefit from the enormous resource available to us through WSDOT. We are much stronger when united with WSDOT. Secondly, the playbook outlines the formula for how we, as a team, work together, treat each other, and support one another. It is the starting point for this shift to a values-based, people-first culture. I will be sending out an email each week for the next five weeks, explaining what each of our five values means to all of us on a day-to-day level as we carry out our critical work at WSF. Each department director is currently working on modifying the attached generic playbook to make it department specific. In the next few months, your director will be meeting with you to discuss this playbook so that we can truly begin to embed its intent throughout the organization. As we embark on this journey together, I understand that skepticism and uncertainty often accompany change.
