Dear Commissioners:
It is with our deepest respect that we contact you requesting use of Memorial Field for a
carnival for May 14 through 18, 2025 and subsequently each year if possible.
We strongly believe that a carnival is an intricate part of the Rhododendron Festival, an
aspect of the festival that we have been unsuccessful in acquiring these past 4 years. Since
after the COVID epidemic, we have contacted carnival companies. Some of the reasons given
to us for not travelling at that time were manpower shortages, equipment shortages and
revenue. That has now changed for all travelling amusement carnivals. It is for that reason we
wish to send a proposal to the carnivals outlining our location available and perhaps a revenue
incentive at least for 2025. The usage of the Memorial Field would assist us tremendously with
that proposal. First Security Bank has already agreed to donate their parking lot on Washington
Street between Quincy and Adams for carnival space.
Our committee includes Brian Kalscheuer, Community Service Officer, East Jefferson
Fire Rescue Robert Wittenberg, First Security Bank of course, Public Works and Roads and
Police Chief Tom Olson. We are all hopeful for a carnival for our community. We hope to submit
a proposal showing actual location, area of use and any additional benefits we hope to offer as
an incentive.by August 30, 2024.
I ask you to please consider this request and grant the use of Memorial Field for the
Rhododendron Festival Carnival for 2025. Please let me know if there are more necessary
