LAWRENCE AND TYLER STREET PROJECT NOTIFICATION
May 31, 2024
Greetings Uptown Property and/or Business Owners,
You are receiving this project notification letter as a property and/or business owner within 300
feet of the project area for Lawrence and Tyler Street construction in the Uptown Business
District. The attached map illustrates the project limits. Please read this letter carefully as it
contains pertinent information about the upcoming project and impacts to pedestrian and
vehicle use along the project corridor, and please feel free to share this letter with anyone you
know who may be interested.
Project Overview
The City was pleased to receive two separate State of Washington grants that provide funding
to make needed transportation improvements, like new paving and sidewalks, and install ADA
compliant wheelchair ramps on Tyler & Lawrence Street. The City has received great support
for these projects as they will remove barriers to access businesses, the Community Center,the
Library, and the Farmers Market in Uptown.
You may have noticed some painting on the street over the last few weeks. The paint on the
street on Lawrence and Tyler Streets represents the preliminary layout of street improvements
intended to accomplish the following objectives. To a large extend,the sidewalk work will looks
similar to sidewalks in downtown at each of the intersections within the project area.
Project Objectives
• Repave Tyler Street between Lawrence and Jefferson Streets. The pavement is quickly
deteriorating and this is an opportunity to prevent complete pavement failure which is
costly to address.
• Tyler Street will also receive sidewalk repairs between Lawrence and Clay Streets on the
west side of the street. Tree roots have caused tripping hazards along the sidewalk in
front of the businesses. Wheelchair ramps in this section will also be replaced to
facilitate safe passage for those using assistive devices like wheelchairs and walkers.

the April 1st and April 15th business meetings. These meetings can be viewed on the
City's website at https://cityofpt.us/citycouncil/page/agendasminutesvideos.
• Lawrence Street between Harrison and Tyler Streets will primarily focus on installing
bulbouts (sidewalk extensions) at the street corners. The bulbouts are a proven way to
make walking safer when crossing the street and help slow down cars.
• Lawrence Street sidewalks are being brought up to specifications for ADA compliance as
a pre-requisite to paving. The City is pursuing additional grants to reconstruct pavement
on Lawrence Street as it is needed badly. We hope these funds become available in the
next couple of years. Paving will be easier and less costly once the sidewalks are
completed.
• The bulbouts will incorporate landscaping swales and room for tree planting. Nine trees
need to be removed on Tyler and Lawrence where tree roots are damaging side sewers
and buckling the sidewalk. Thirteen new trees in species that are more appropriate for
sidewalk infrastructure will be planted.
• A new bus stop to support those experiencing disabilities and other transit riders will be
installed at the southwest corner of Lawrence Street. All other bus stops in the area will
remain and bus stops will not be closed during the project period.
• Parking stall counts changes are typically a question we get when parking is
impacted. Staff and the engineering consultants are working hard to minimize impacts
to parking. Currently many motorists park illegally in no parking zones adding to
visibility and safety concerns. This project will make parking illegally challenging and
there are a couple of stalls that are planned to be eliminated on Lawrence Street near
Tyler Street to support a new bus stop as requested by Disability Awareness Starts Here
(DASH).
• This project will also replace up to two regular parking stalls with handicap marked stalls
on Tyler Street.
Project Timeline
This project must be constructed this summer to meet grant deadlines and pave the street
when warm weather permits. Staff expects construction to ramp up in August and be
completed in October. Some work will be done in advance by City and PUD crews or
contractors to prepare the worksite and there will be sidewalk closures in spot locations where
work is occurring. The streets will not be closed with the exception of a couple of days for

paving, however, the Farmer's Market does plan to relocate to a nearby block during the
project period starting in August.They will announce their new temporary location and dates
for the move on their website and other channels. As we learn more details about the schedule
we will keep the public posted.

This project was made successful through support of PT Main Street, Disability Awareness
Starts Here (DASH), the Jefferson County Farmers Market, Local 2020 Transportation Lab, and
Jefferson County Transit. These partners will continue to help get the word out early and often
to the community, along with our City communications.
