If you pull up WAC 173-26-090 and then look at 3.) a) (i) you will see it says:
"Local governments may follow the public participation procedures under either the standard local process outlined in WAC 173-26-100 <http://app.leg.wa.gov/WAC/default.aspx?cite=173-26-100>
, or the optional joint review process outlined in WAC 173-26-104 <http://app.leg.wa.gov/WAC/default.aspx?cite=173-26-104> ."
I was told by WDOE that Jeffco had started with "optional joint review process" but then switched into "Standard local process for approving/amending shoreline master programs." I was
completely unaware of this change and didn't know if the commissioners knew of it.
As I understand it the "optional joint review process" is available to streamline the periodic review process and decrease the time and resources required by the county to keep its shoreline
regulations current. I believe the WDOE is much more "at the table" as the update proceeds so that they know they are good with the end product.
Conversely in the "standard local process" the county proceeds with the update, by themselves, and then sends it to WDOE for review. I am not sure when it switched from one approach
to the other but assume it was when the drastic changes were made after the June 2021 meeting.
