CQ News reported <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=3ea9e28efc&e=850008f825> that the Senate Appropriations Committee will not start markups of FY 2025 spending bills until July due to ongoing disagreements over topline spending levels for defense and nondefense spending. Senate appropriators hope to start their work in earnest when the chamber returns from the Fourth of July recess; however, the schedule may change as negotiations continue. House FY 2025 Spending Bills Approved by Committee This Week The House Appropriations Committee held full committee markups and approved the following FY 2025 spending bills, mostly along party lines: Homeland Security; Defense; Financial Services and General Government; Legislative Branch; and State, Foreign Operations, and Related Programs. On Monday, the House Appropriations Committee released <https://watransit.us12.list-manage.com/track/ click?u=6c70c3a1d76c22fe2ef2a8361&id=07672a1fc7&e=850008f825> the text and a summary of the FY 2025 spending bill for Agriculture, Rural Development, Food and Drug Administration, and Related Agencies. The bill was approved by the subcommittee at a markup on Tuesday. In her remarks and questioning <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=0ed482cc9d&e=850008f825> , she noted her work in negotiations and passage of WIOA in 2014 under a divided government. She encouraged bipartisan reauthorization to improve public workforce systems, uplift out-of-school youth, promote local input, and remove employment barriers. The Senate President Pro Tempore stressed that “No one got everything they wanted at that time—but in the end, we all got a bill that we were very proud of, and a bill that was really helpful for workers, and businesses, and the economy. So, there is no question in my mind that we can do that again, and it is way past time to build on that progress so we can keep our economy strong, and put the American worker first.” Amtrak A piece <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=e1a6488759&e=850008f825> from Route Fifty highlights the new Amtrak Borealis route offering <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=9c0963bb9a&e=850008f825> service between St. Paul and Chicago as of late May. The service is the first new passenger route in Minnesota since 1975 and the first in Wisconsin in over two decades. The new route represents a milestone in the Biden-Harris Administration’s vision to expand passenger rail in the United States. The Administration hopes that the implementation of the Corridor Identification and Development (Corridor ID) Program authorized by the Bipartisan Infrastructure Law (PL 117-58) to study new routes will catalyze this effort. Congress * The House Transportation Committee expanded <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=5c488ff4f5&e=850008f825> its membership on Wednesday with the addition of newly-elected Republican Congressman Vince Fong of California as well as Democratic Congressman Chris Deluzio of Pennsylvania. The Chair stated that the Congressman will serve on both the Subcommittee on Aviation and Subcommittee on Railroads, Pipelines, and Hazardous Materials. In his opening statement <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=3c5 8ead46d&e=850008f825> , Subcommittee Chair Rick Crawford highlighted how transit ridership has returned to 79 percent of pre-pandemic levels, and some public transportation agencies are utilizing private contracted services, reorienting routes, and reducing or eliminating fares to increase ridership. Witnesses argued that the appropriation of full funding for public transit authorized by the Bipartisan Infrastructure Law (PL 117-58) or regulatory flexibility from Congress could also play a key role in helping agencies improve their operations further. <https://gallery.mailchimp.com/6c70c3a1d76c22fe2ef2a8361/images/ea436c8d-6255-4572-b705-ffd9193ee521.png> Transit Job of the Week ________________________________ Planner Analyst Pierce Transit The Planner Analyst performs data analysis and preparation of statistical reports based on information derived from onboard monitoring equipment, including automated vehicle locator (AVL), passenger counting systems (APC), Smartcard or electronic farebox collection systems.
