SUBJECT: Discussion: Regarding Bayside Housing and Services Budget Proposal for
Operating the Shelter at the American Legion
STATEMENT OF ISSUE:
The County has been working hard to arrange for operating the American Legion Emergency Shelter
once OlyCAP stops operating the shelter on June 30, 2024. We have reached agreement with the
American Legion and Bayside regarding a lease and a memorandum of understanding regarding shelter
operations. The remaining obstacle to finalizing arrangements is a funding agreement with Bayside for
shelter operations.
ANALYSIS:
Bayside has proposed a budget of$435,215,which includes rent and utilities that the County will pay
directly to the American Legion. This amount is substantially more than the shelter operating cost in
previous years. Bayside has said that if the County can't agree with their budget proposal they will have
to decline the offer to operate the shelter.
This requires discussion by the full Board of County Commissioners because if Bayside won't operate
the shelter it may have to be shut down altogether, at least for the summer months, while the County
continues to search for a viable solution.
FISCAL IMPACT:
Fiscal impact is to be determined.
RECOMMENDATION:
Discuss the situation and provide guidance to staff.
