Subject: Resolution for Temporary Closure of West Valley Road

Statement of Issue: The culvert at Center Road MP 2.6 is to be removed and replaced as part of
the Naylors Creek at West Valley Road and Gibbs lake Road Culvert Replacements project.
Analysis/Strategic Goals/Pro's Et Con's: The Naylors Creek culvert on West Valley Road is in
poor condition and is a barrier to fish passage. To meet the requirements for fish passage the
culvert must be replaced with much larger structure and a section of stream channel regraded.
Because of the depth of the culvert and the length of channel being regraded, replacing the
culvert will require temporary closure of the roadway. The road will be closed to vehicular,
pedestrian and bicycle traffic for up to six consecutive weeks beginning no earlier than 9:00 am
on July 15, 2024 and ending no later than 5:00 pm on September 13, 2024. The roadway Witt
reopen as soon as the work has advanced far enough to allow the road to safely reopen.
Advanced notification signs will be placed at the work site beginning 7 days ahead of the
closure.
As soon as the closure is scheduled, notifications will be sent to the Jefferson County Sheriff's
Office and Dept. of Emergency Management, Jefferson Transit, US Postal Service, Washington
State Patrol, East Jefferson Fire and Rescue, and Chimacum School District.
Fiscal Impact/Cost Benefit Analysis: The passing of a Resolution for Temporary Road Closure
does not in itself require spending of funds above the cost included in the project.
Recommendation: The Board is requested to execute the attached Resolution for Temporary
Road Closure and return a copy to Public Works for further processing.

WHEREAS, a planned replacement of the Naylors Creek culvert at MP 2.6 on West Valley Road,
County Road No. 514109, shall cause interruption and unavoidable delays to traffic, and
WHEREAS, potential hazard exists to the motoring public and the construction workers, and
WHEREAS, alternate routes are available to the motoring public, and
WHEREAS, Chapter 47.48 R.C.W. authorized closure of roads,
IT IS HEREBY RESOLVED that said West Valley Road at MP 2.6 may be closed to all traffic, for a
maximum six consecutive weeks commencing no earlier than 9 AM July 15, 2024 and ending no
later than 5 PM September 13, 2024. If the work has advanced to a condition West Valley Road can
be reopened to traffic prior to the end of the six weeks allowed,the road shall be reopened. If
construction is not completed in the six week period,the remaining work shall be completed using
construction traffic control measures that do not close the road to traffic and result in a maximum 15
minute delay to motorists.
