Bragg MINUTES January 20, 1975 10:00 a.m~ - Meeting called to order by Chairman B.G. Brown with all members present. Mrs. Shirley Daggett, 'resident o'f East Valley Road, Be'8.ver Valley, . app-: eared re: Drainage Problems. She said they have had drainage ~"li1nning/ acrolifs their driveway for about fifteen years and firmly believes the County road construction is responsible. The road crew has done several things to remedy the situation;.but~itstill has not been corrected. She now requests the Board to come out add investigate the area for a possible solution. Mr. Vitalich said the present road is unsafe due to it being narrow with bad visability and has a.qonjestion pQintat the intersection. The Board and Engineer Becker concur that the road requires attention. The Engineer's office will inspect the road and submit a recommendation for improvement. Bob Hays, Chairman, Hood~Canal Advisory Committee appeared to present a letter suggesting changes pertaining to the authority of the committee,.. Heliaid the letter requires a determination from the Board as to whether they desire to retain the. present Advisory Committee in an updated form for continued County control, or to have controlj.l'egislated by the state. Mr. Hays will return next Monday for the Board's .decision. . A.C. Grady, attorney appeared re: Grimm Permit, Cape George Colony. Mr. Grimm seeks approval of permit for ,the construction of an entrance into his property, located on lot +6, Cape George Colony, from the County arterial highway. Engineer Becker denied approval for safety reasons and because the plat has an interior road system with only .one entrance. The main purpose for the road is to enable Mr. Grimm to back his trailer onto his lot. Mr. Grimm stated he is agreeable to making the road ingress only. The Board will inspect the site and advise of their determination. ..... . ~ Hearing re: Funds for County Law Library. No one appeared for or against the proposed allocation of funds. Therefore, it was mo~ed by Comm~ssioner O'Meara, second by Commissioner Mercer to approve and slgn Resolutlon No. 3-75, to provide funds in the amount of $2,800.00 for the County Law Library. Unanimous. t', John DoubeR, Director, Dept. of Emergency Services, appeared to request permission to dispose of the fall-out shelter food supplies, due to the closeness of the expiration dat:e, ~nd to donate said supplies to the needy. The Board requests the supplies be disposed 6flocally HI possible. Motion by Commissioner Mercer, secondc,by Commissioner 0' Meara to approve disposition of supplies. Unanimous. Signed petitions were received from voters within the Woodman and If'6n- dale precincts for the formation of fire protection district No.6. It will be necessary to obtain additional information before a hearing can be established. Assessor Jeffry Ingman submitted a letter advising of a manifest error in valuation on the Assessor's ~ax Rolls which resulted in an over assessment of property described as Tax 17, (less Tax No's 18-27) in VOl 1 fAf,1: 99" -- - - ~ ~ -~~ - ---.~ \ '-' Minutes of January 20, 1975, cont. P. 2 Section 5, T 29N, Rl E. W.M., and requests permission to refund for over payment of taxes from the County Treasurer for 197~ and 1974. Motion by Commissioner O'Meara, second by Commissioner Mercer to approve and sign petition for property tax refund. Unanimous. Anthony D. Vivenzio, Attorney Olympic Legal Services, sent a letter re- questing the donation of the outdated set of "American Jurisprudence" to their charitable legal service office. The encyclopedia is scheduled for disposal because it is no longer reliable and has been replaced by a new series. The Board approved ~he donation of the legal encyclopedia. Business (1) (2) (3 ) (4) (5) (6 ) (7) from the Planning Department: Letter of recommendation from the Planning Department re: Corps of Engineer1s Notice No. 07l-0YB-l-002388, Rampton W. Harvey, Mats Mats Bay. Planning Director David Cunningham recommends that a Shoreline Management Permit not be required. Motion by Commissioner O'Meara, second by Commissioner Mercer to accept the Planning Directors determination. Unanimous. Corpps-of Engineers will be so notified. Corps of Engineers Public Notice No. 07l-0YB-l-002326, Discovery Bay Lodge (Compliance). Planning Director Cunningham stated the Lodge is not in violation of the Shoreline Management Act. The Board finds Discovery Bay Lodge not in violation of the S.M.A. and that replacement of broken pilings is ancimprovement for the public in the area. Motion by Commissioner Mercer, second by Commissioner O'Meara that the Corps be so notified. Unanimous. Letter Re: Proposed State~legislation related to the creation of a Hood Canal commission. The Planning Commission recommends the following: a.. Communicate to legislator COnnor, Sandison and Savage the Board's opposition to the proposed legislation and: b. Terminate further Jefferson County participation in the Hood Canal Advisory commission. The Board wishes to obtain Kitsap Countys opinion the matter. ,_Presented copies of final subdivision regulation for the Boards reference. Contract for Marshland Study - motion by Commissioner O'Meara, second by Commissioner Mercer, to sign agreement by and between Andrew L. Dr~scoll ( Northwest Environmental Consultants) and Jefferson County. Unanimous. Presented list of names for consideration for appointment to the new Shorelines Advisory Committee. They suggest that members be chosen from the seven geographic areas and from different occupational interests. Planning Director Cunningham advised that Referendum 29 application for the Multi-Service Center is completed except for a letter from the Department of Public Assistance confirm~ ing their request for space within the buildmn~o He will contact them again for confirmation. Motion by Commissioner O'Meara, second by Commissioner Mercer to approve the minutes of December 23, 1974. Unanimous. Motion by Commissioner O'Meara, second by Commissioner Mercer to approve and sign Call for Bids for the furnishing and construction of one metal snop building on the Upper Hoh, to be opened and read on Febuary 10, 1975.
