Brown with all Members present. Guy Nason appeared to request permission to cover over his partially filled property on the Portage Bay slough with approximately 300 yards of dirt to improve the appearance . He was previously 'prevented from filling because of shoreline management restrictions. The Board advised that it may be necessary for h:im to apply for another shoreline permit, however, it ma y be exempt from the permit requirements under No I s I and 2 of exe mptiohs. The Board will check and advise him of their findings. Sheriff Bob Hansen came before the Board to request reappointment of the Civil Service , Commission for the deputy sheriffs because of all the new precedures on hiring. Original board wa s appointed under the authority of the Civil €ervice Act in 1959 and is now inactive. Sheriff Hansen will compile all the necessary information for presentation to the Board. Ed McMinn appeared regarding his property at the old disposal site .He requests permission to put a gate or fence across the county road to prevent people, from dumping garbage on his land. He was told that it would be illegal to block off a public access and that it would either have to be vacated or abandoned by the county before it could be barricaded. To prevent the situation from becoming worse ,all over the county, the Boardcpurposes the follow.... ,ing: (1) That back roads be patrolled more oftert=:bYd9:he Sheriff's Dept.;: (2) That notice be published in the paper that violators will be cited and fined; and (3) That "no'dumping" Signs be posted at the old disposal site with f:i.nes included on signs. The County Planning Commission submitted a lettEfr recommending two amendments to the Uniform Building Code. Boardwill ask Pros . Attny . Howard to draft an addendum to the existing ordinance. 'Hearing date set for April 7th by motion of Commissioner Mercer and sec()nd by Commissioner O'Meara. Unanimous Assessor Ingman appeared re::Appointments to the Open Space Board. The County Gonser.- vation Dist.. Board of Supervisors sent a letter offering their services as members. of the Open Space BO?lrd.' Chairman Brown advised that appointments will be made after present members have been contacted. Business from the Planning Dept. , _ " .. (1) Plan. Dir. Cunningham notified that the city is gbing to conduct a census and he was advised by persons from WSAC and the Office of Program Planning and Fiscal Management that if the county is going to have one it should be done at the sam~ time as the city or , shortly thereafter. Cost to the county would be approximately $4,000.. He said the county's main complaint has been that population estimates have beel?- based primarily on school age enrollment, ~p,d employment, and the number of retired persons haven't been accurately re- . fleeted, however, WPP&FM have stated that 1975 extimates will be done by June and they are going to take a closer look at the 65 and older age bracket this time so pos'sibly Jeff. Co. will gain. He feels that county may not derive that much benefit from a census right now and recommends waiting until next year ~ Board concurs. Motion by Commissioner O'Meara, second by Commissioner Mercer that a census survey notbe. conducted this year . ,Unanimous , (2) Emergency service numberingsystem for Fire Protection DisL No.2 (Quilc;ene):. Cunningham explained that they have designed a numbering system consisting of milage markers and house numbers to insure better fire protection for the area. The system is based on official road names and names agreed to by the Fire Commissioner's. When building permits are issued a house number will be assigned in the right sequence. He recommends that copies of all future building permits be forwarded to the appropriate Fire District for house numbers and inclusion on their maps. Board concurs. (3) Amendment to contract no. G 74-016 B, re: Environmental Coordination Procedures. Amendment is to join the two grant periods to extend termination date of the first granting period from June 30, 1974 to June 30, 1975. Motion by Commissioner O'Meara, second by Commissioner Mercer for Chairman Brown to sign approval of the Board. The Board discussed the establishment of the Building Department and whether or not to have it under the jurisdiction of the Engineer's Office or as a separate department. It was determined that the Engineer's Office is already overloaded with responsibility and short- handed on employees, and therefore, it should be separate. Until a building inspector is hired, the requested inspections will be handled by the Engineer's Office and the time spent on said inspections is to be pro-rated and charged to the Building Dept. The present appli- cation forms are to be utilized with additional sheets to be added for information pertaining to plot and construction plans. The time spent making the additional sheets for the applications is also to be charged to the Building Dept. Board approved and signed contract with Northwest Building Systems as per bid award of Feb. 19, 1975. The Board approved and signed call for bids for the furnishing of all labor and materials to construct a chain link fence and gates at three locations, to be opened and read April 7, 1975. Board approved and signed Resolution No. 15-75, transfer of funds; and Resolution No. 16-75, emergency for budget extension and notice of hearing; , Board approved and signed February bills to be paid in March. Motion by Commissioner O'Meara, second by Commissioner Mercer to approve the minutes of March 3rd. Unanimous Motion by Commissioner O'Meara that the minutes show that the.---Ietters requested to be written OPPOSing HB 598 and HB 448 were sent to Representatives Paul Connor and Chas. R. Savage. Motion seconded by Commissioner Mercer. Unan imous The remaining correspondence was reviewed with little or no comment: Letter from the City Clerk-Treasurer stating their intent to hire their own building inspector. Letter from the Office of Community Development re: Jefferson County Multi-Service Center; Tri-Cities Multi-Service Center; and County/City Regional Council Tri- Cities Water System Improvement. Notice from the State Liquor Board of license transfer from Philip Ralph Boling, d/b/a Curley's Place to James C. Cunningham and Ronald Francis Bentley, d/b/a Dolphin Cafe. Copy of letter from Eng. Becker to Mr. Melvin O. McGuire re: Pulali Point Road. Copy of letter from the Island County Board of Commissioners to the Washington State Highway Commission re: Winter Service for Port Townsend/Keystone Ferry. Memorandum from the Dept. of Ecology re: Legislative Report. Notice from the Dept. of Revenue re: Local Sales Tax Distribution. There being no further business before the Board, ATTEST: Betty J.
