10:00a .m. Meeting called to order by Chairman B.G_. Brown with all Members present.
Hea.ring: Petition to Vacate Road; Cotton Corp. G .David Cotton, petitioner, and Jesse L.
Covington appeared in favor of vacation. Mrs. Margaret Johnson,and Mrs . George Mills,
contiguous property owners to road in question, appeared to give, testimony against vacation
because of it bei~g a. safer road for the children. Douglas Joyce, Hadlock resiqent, sent a
letter of objectfon because of the safety provided for foot traffic, horses and bicycles by this
secondary road. Eng. Becker submitted a letter recommending that the road, be vacated only
from westerly of engineerls station 35+75 to engineer's stationA7+00" and only with the pro-
viston that an equal amount of right of way is deeded adjacent to the eXisting Chil11acum-
Hadlock road within the area to provide for future equestrian trails.
At the conclusion of the testimony the Board determined that final action coqldnot be
taken at this time and therefore continued the hearing until next Monday. David Cotton was
instructed to negotiate with Eng. Becker for an equal amount of right of way for a traU easement.
Hearing: Petition for Partial Plat Vacation, Hiddendale Tracts Addition; Ty1. L. Anderson" Owner
and petitioner. No one appeared to speak against the requested vacation.Eng . Becker sub-'
mitted a letter recommending: (1) that lots be vacated because they are in an extreme slide
area unsuitable for developing; and (2) that Cliffdale Drive also be vacate'datthe same time.
. The Board found that it will be necessary to pass a resolutic:m of intent to vaCate .andto
reschedule the hearing date. New notices will'he'-posted and publiShed to include the proposed
vacation of Cliffdale Drive. Hearing is to be continued until next Monday.
Harold Back, Chairman, O.E .D. P., appeared to present a finalized copy of the Overall Econ-
omic Development Plan update for 1975, ahd to request the Board to submitq cover letter 'of,
accepta.nce for forwarding to the Economic Development Administration" After a review of the
Program, it was moved by Commissioner Mercer and seconded by Commissioner O'Meara to
accept the report with the change that alternate members bedesigriatedas such in the report.

A letter was received from W.J~ Daly, Attny. for J .F. Palmer, request1ngfinalplat approval
for Palmeri s Homesite Additi.on. Mr. Daly stated that in his. opinion the decision of the Board
on Feb. 25, 1974 ;thatfinal plat approval would be contingentuponcompletEl agreement.with
Cape George Colony and Mr.. Palmer was Hultra vires" / and requests that it be withdrawn.
The Board feels the adequacy of tJ:le water supply for the plat is still questionaple, and noted
also that more than one year has elapsed since preliminary plat approval and it therefore'has
expired. The letter will be referred to Pros. Attny. Howard.for response.
Jack Padia was formally appointed as Building Inspector for Jefferson county by ,a unanimous
decision of the Board. The position is established on a part-time basis and will continue as
such until the work load warrants a full-time operation.
Department of the Army, Corps of Engineer's Public Notice~ were receiveda.nd acted upon as
follows:
(1) 071-0YB-1-002394, Port of Port Townsend; to construct boat launch ramp in Quilcene
Bay. Corps will be notified that applicant has applied for a Shoreline Management Permit.
(2) 071-0YB-I-002494, Cape George Colony Club, Inc. (Revised) Gorps will be notified
there is no objection to the proposed project and that it is exempt from the Shoreline Manage-
ment permit system.
(3) 071-0YB-I-002519, Wisner, Steven B; to install aquaculture facilitytnQuilcene
Bay. Corps will be. notified that applicant hasappliea for a Shoreline Management permit.

existing rock bulkhead. Exempt from permit requirements - no action necessary.
(5) 071-0YB-1-001867, Austin, Russell A.; to retain existing concrete bulkhead and
fill in Hood Canal near Brinnon. Corps will be notified that applicant has applied for a Shore-
line Management permit.
(6) 071-0YB-1-001821, Austin, Ethan; to retain existing concrete bulkhead and fill in
Hood Canal near Brinnon. Corps will be notified that applicant has applied for a Shoreline
Management permit.
A letter from Chimacum Grange No. 681 was received and read by the Board re:
(I) Request that Commissioners consider having bicycle paths on all main highways, or
at least having one shoulder of the highways paved.
Plan. Dir. Cunningham advised that the Planning Commission has discussed the
need for paths and trails and recommends that: (a) a small trails plan be included as a part
of the up-dated Comprehensive Plan; and (b) an ad hoc Trails Advisory Council be appointed
for about a three month period. Board concurs and requests Cunningham to advertise in the
paper for anyone interested in serving on the council.
(2) Request for a street light or reflectors on the turnoff at the Chimacum end of the
Anders on La ke road.
Board agrees that the intersection should have a light and will contact Puget
Power to have one installed.
Copy of an application from the State Board on GeographiC Names was received regarding the
proposed name of "Huelsdonk Ridge" for a prominent ridge lying south of the Hoh River on
Spruce Mtn. quadrangle. Motion by Commissioner Mercer, second by Commissioner O'Meara
to approve. Unanimous State Board will be so notified.
Chuck Wickware appeared to inquire into the possibility of starting a small seaplane business
on Lake Leland. Board advised they are opposed to an operation of that nature on the lake
because of the danger involved to the fishermen and swimmers.
The Board discussed the deliberate dumping of garbage by the public on private and public
property and determined that a notice should be put in the paper that persons found guilty of
disposing of garbage in unauthorized areas will be found 1nviolation of Ordinance No. VI,
adopted October 19, 1953. Notice will be so published.
Motion by Commissioner Mercer, second by Commissioner O'Meara to approve the minutes of
March 10th. Unanimous
,3:30p.m. Open session was recessed for the purpose of holding a closed meeting with Foster
Beeson, Administrator, EEA/CETA, to discuss courthouse personnel problems.
